M2.      COMMUNICATION, Mayor Mitchell, to City Council, submitting AN ORDER, amending the order adopted by the City Council on June 25, 2015, and signed by the Mayor on June 30, 2015, which in accordance with M.G.L. Chapter 44, Section 53E ½, authorized the revolving fund under the control of the Community Services Department, known as SENIOR TRAVEL AGENCY REVOLVING FUND, whose purpose is to support day trips for seniors, including reservation/ticket/meals, Recreation Leader’s salary, and program supplies, whose revenues and amount limited at $112,000.00 is hereby authorized in the amount of $127,000.00 for FISCAL YEAR 2016.

M5.      COMMUNICATION, Mayor Mitchell, to City Council, submitting a ONE-YEAR WAIVER OF RESIDENCY for ELIZABETH TREADUP PIO, Acushnet, MA; Ms. Pio has been employed in the Mayor’s Office since 2006 and is a dedicated employee who, as a Public Information Officer, makes invaluable contributions to the operation of the office and the City.

NEW BUSINESS
9.     WRITTEN MOTION, Councillors Gomes, Winterson, Lopes, Martins, Rebeiro, Coelho, Carney, Oliveira, Bousquet and Abreu, requesting, AGAIN, that the New Bedford City Council go on record in support of ATI (Allegheny Technologies, Inc.) steelworkers of New Bedford and send a letter to the ATI Steelworkers President and CEO, urging them to bargain in good faith and respect the veteran workmanship, and get the steelworkers back to work; and further, that the City begin the process of recouping the thousands of dollars in Police detail and vehicle costs used during the details provided from day one in this steelworkers lockout; and further, that a letter be sent to Senators Warren and Markey, asking for their assistance in getting these steelworkers back to work.

10.     WRITTEN MOTION, Councillors Carney, Abreu, Lopes, Martins, Council President Morad, Councillor Gomes and Winterson, requesting that the City Council send a letter to our Federal Delegation in opposition of our boat owners paying $700.00 a day for the at-sea fishing monitor, which was previously paid by NOAA, said new fee was put into place on January 1, 2016, by the United States Department of Commerce, this will have a devastating effect on New Bedford’s fishing industry, which is a major part of the economy in New Bedford and all of New England.

11.     WRITTEN MOTION, Councillors Coelho, Abreu, Rebeiro and Carney, requesting, ONCE AGAIN, that the Committee on Public Safety and Neighborhoods review the streetlight situation in the City of New Bedford and request an update from DPI Commissioner Ronald Labelle, in addition to ONCE AGAIN, make plans for a Ride-Along with all Councillors to review certain neighborhoods and areas to determine whether they received increased streetlighting. (To be Referred to the Committee on Public Safety and Neighborhoods.)
12.     WRITTEN MOTION, Councillors Abreu, Winterson, Bousquet, Martins, Oliveira, Morad and Coelho, requesting that Chief Financial Officer Ari Sky and City Solicitor Mikaela McDermott assess the feasibility of leasing advertising space on City buildings, and to report on the concept, in writing, to the Committee on City Property within the next 60 days. (To be Referred to the CFO Sky, City Solicitor McDermott and the Committee on City Property.) 
13.     WRITTEN MOTION, Councillors Winterson, Coelho, Abreu, Lopes, Gomes, Council President Morad, Councillors Martins and Carney, requesting, that CFO Ari Sky and Fire Chief Gomes be invited to a Committee on Finance meeting to discuss the recent increased Fire Department’s brownout policy aimed at reducing overtime costs.  (To be Referred to the Committee on Finance.)
14.     WRITTEN MOTION, Councillors Carney, Abreu, Winterson, Morad, and Martins, requesting that the Fire Chief be invited to the Committee on Public Safety and Neighborhoods to discuss the public safety issues regarding the proposed brownouts and provide a scheduled list of closings, hours of closure and what fire stations are going be affected. 15.     WRITTEN MOTION, Councillors Coelho, Abreu, Oliveira, Lopes, Winterson, Bousquet and Carney, requesting, that the Mayor’s Office update the City Council on how he is utilizing his staff and inform us who is responsible for what Neighborhood Group/section of the City. 16.     WRITTEN MOTION, Councillor Gomes, requesting, that the City step up it's enforcement laws, during and after a major winter snow storm and issue tickets and fines to those who violate the law by throwing snow back into the plowed street and who neglect to shovel sidewalks in residential or business areas throughout the City; and further, that the City report to the Committee on Public Safety and Neighborhoods as to how many tickets were issued during the January 23rd snowstorm, to also include how many tickets were issued for parking violations and how many motor vehicles were towed during the storm.  (To be Referred to the Mayor, the Acting Police Chief, David Lizotte, the Department of Public Infrastructure Commissioner Ronald Labelle and the Committee on Public Safety and Neighborhoods.)
17.     COMMUNICATION, DANIEL MCCARTHY, RACE COORDINATOR - NEW BEDFORD HALF-MARATHON/FRIENDLY SONS OF SAINT PATRICK, to City Council/City Clerk, Requesting THE CLOSING/OBSTRUCTION OF: WILLIAM STREET, at Sixth Street, MIDDLE STREET, at Sixth Street, MARKET STREET, at Sixth Street, PLEASANT STREET, at Union Street, ELM STREET, at Acushnet Avenue and SOUTH SECOND STREET, from Union Street to School Street, FROM: 8:00 A. M. TO:  3:30 P. M. ON SUNDAY, MARCH 20, 2016 FOR THE PURPOSE OF: THE 2016 NEW BEDFORD HALF-MARATHON (COMMENCING AT 11:00 A.M.) ALSO REQUESTING:- that they be allowed to place cones on the centerline of HATHAWAY ROAD from Mt. Pleasant Street West to Rockdale Avenue, creating two-way traffic on the WESTBOUND LANE; - that the Police close ROCKDALE AVENUE, from Hathaway Road South to Potter Street, for approximately 30 MINUTES, or until the runners have passed;  - that two-way traffic on ROCKDALE AVENUE, South from Grape Street to Cove Road, be stopped, and cones be placed in the middle of ROCKDALE AVENUE and COVE ROAD, to create a lane for runners on South Side; - that the WEST LANE of WEST RODNEY FRENCH BOULEVARD and the EAST LANE of EAST RODNEY FRENCH BOULEVARD, be blocked to traffic, except at intersections where autos must cross - horses or cones will be placed at WEST RODNEY FRENCH BOULEVARD and Portland, Hudson, Seymour, Bayview, Rodney French Boulevard and Brock Avenue and SOUTH-BOUND TRAFFIC at SEYMOUR STREET will be BLOCKED to prevent autos from entering the race course; - that WESTBOUND traffic on COVE ROAD be directed NORTH onto Orchard Street, then if they choose, be detoured WEST on SWIFT STREET, again detoured SOUTH onto BOLTON STREET, to eventually cross ROCKDALE AVENUE and continue SOUTH; - that COUNTY STREET be closed to two-way traffic from COVE STREET, NORTH to Kempton Street; - that KEMPTON STREET be closed to all EASTERLY traffic, from County Street EAST to Pleasant Street, and cones be placed in the South corridor of the Octopus intersection, preventing traffic entrance to SIXTH STREET, and guiding runners to Pleasant Street; - that SIXTH STREET be closed to traffic at Kempton Street; and- that DETOUR SIGNS be installed directing EASTERLY traffic on KEMPTON STREET to detour traffic NORTH on COUNTY STREET, then EAST on HILLMAN STREET, then SOUTH on PURCHASE STREET, thus allowing EASTERLY TRAFFIC access to the New Bedford/Fairhaven Bridge. 10/22/2015            WRITTEN MOTION, Councillors Bousquet & Winterson, on behalf of the residents of Ward Three who agree that New Bedford already has its fair share of Charter School; requesting that a letter be sent to our State Delegation to place a moratorium on Charter School.
