L1.       WRITTEN MOTION, Councillor Winterson, requesting that the Traffic Commission meet with the individual condo unit owners of 54 Brigham Street, to discuss the possibility of unit owners receiving a parking permit to park on either Elizabeth Street or Taber Street during business days, this will open up a number of parking spaces (10) in their parking lot which is already filled to capacity daily, and this will allow patients easy access to the office building; and further requesting, that the condo unit owners be invited to said meeting to explain the need for such a permit. (To be Referred to the Traffic Commission.)

L2.       WRITTEN MOTION, Councillors Bousquet, Lopes, Martins and Morad, requesting that the Committee on Ordinances, explore creating an Ordinance Enforcement Officer that would make enforcing the City Ordinances a priority and leave the New Bedford Police Department to focus on public safety matters. (To be Referred to the Committee on Ordinances.)

L3.       REPORT, Committee on Appointments & Briefings, recommending that the City Council Grant Permission for the DEMOLITION of 255 RIVER ROAD, MAP 119, Parcel 94. 

 

L3a.     COMMUNICATION/DEMOLITION, New Bedford Historical Commission, to City Council, re: BUILDING DEMOLITION REVIEW OF 255 RIVER ROAD, MAP 119, PARCEL 94 – advising that “a portion of the structure is the original barn associated with the abutting Captain Humphrey Hathaway House (circa 1795); the barn retains historical significance due to its association with the Hathaway family, Acushnet Village and the social and economic development of 19th century New Bedford; the original barn portion of the structure provides insight to the building materials and construction methods of early 19th century New England; the barn portion of the structure has been acutely altered, has experienced long-term deferred maintenance, and the level of rehabilitation required to meet current building code standards far exceeds the value of the property; in light of these findings the New Bedford Historical Commission  has determined that the structure at 255 River Road IS Historically Significant, but is not a Preferably Preserved structure.” (Referred to the Committee on Appointments and Briefings – January 14, 2016.)

L4.       REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of DR. RUSSELL OLSON, Westport, MA 02740 to the NEW BEDFORD REGIONAL AIRPORT COMMISSION; to fill the seat vacated by Sean Collins, this term will expire December 2019; and the APPROVAL of a WAIVER OF RESIDENCY to enable Dr. Olson to serve. 

L5.       REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of MARTHA CROWLEY, New Bedford, MA, 02740, to the CEMETERY BOARD, replacing Judith Downey, this term will expire December 2018. 

L6.       REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of PAUL A. GORDON, Acushnet, MA 02743, as a SPECIAL POLICE OFFICER.

L7.       REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of HERBERT B. JOHNSON, New Bedford, MA 02745, to the HUMAN RELATIONS COMMISSION, replacing Janice Baptist; this term will expire April 2019. 

L8.       REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL on behalf of Henry N. Lee, 23 Sycamore Street, New Bedford, MA 02740 d/b/a LEE TRANSPORTATION CORP., P. O. Box 5622, New Bedford, MA 02742, the APPLICATION for a NEW PRIVATE LIVERY LICENSE, under the provisions of M.G.L. Chapter 159A, Section 1 and amendments thereto, and M.G.L. Chapter 270, Section 22 (Smoke Free Workplace Law) and all other laws applicable to such operation, to carry passengers for hire over the streets of New Bedford.

 

L8a.     COMMUNICATION, City Clerk/Clerk of the City Council, to City Council, on behalf of Henry N. Lee, 23 Sycamore Street, New Bedford, MA 02740 d/b/a LEE TRANSPORTATION CORP., P.O. Box 5622, New Bedford, MA 02742 hereby submit a copy of the Application requesting a NEW Private Livery License, under the provisions of M.G.L. Chapter 159A, Section 1 and amendments thereto, and M.G.L. Chapter 270, Section 22 (Smoke Free Workplace Law) and all other laws applicable to such operation, to carry passengers for hire over the streets of New Bedford; the last known Livery License expired June 06, 2010. (Referred to the Committee on Appointments and Briefings – February 25, 2016.)

L9.       REPORT, Committee on City Property, recommending to the City Council APPROVAL of the disposal of the George H. Dunbar property to the Sherwood Building Company at the agreed price of $40,000.00, and should they secure a STA/TIF the individual agrees that every year the STA/TIF is in place that the owner will retain ownership of the building an additional six (6) months for each year the STA/TIF is granted; and further that this language is to be placed in the Purchase and Sales Agreement.

L10.     WRITTEN MOTION, Councillor Gomes, requesting that immediate action be taken at the Keith Middle School, due to the dozens of complaints from parents and teachers about the on-going problems with students, calling the school out-of-control, disrespecting faculty and fellow students, not following directions and even unbecoming actions; and further, requesting a second Resource Officer be placed at the school until the school is brought under control, along with periodic walking patrols by New Bedford Police Department Gang Squad or any other public safety resource that is available throughout the day; further, that any Member of the City Council’s Committee on Public Safety and Neighborhoods be allowed at a moment’s notice to enter the school for a valuation of their own; furthermore, that the Superintendent Pia Durkin meet with the Committee on Public Safety and Neighborhoods to discuss these on-going issues of public safety in our public school system.
