NEW BUSINESS

1.     WRITTEN MOTION, Councillor Lopes, requesting on behalf of the residents, students and staff at Roosevelt Middle School, that the Traffic Commission install a STOP SIGN at the intersection of Cleveland Street and Frederick Street. 

2.     WRITTEN MOTION, Councillors Carney, Abreu, Gomes, Winterson, Coelho, Bousquet, Rebeiro and Oliveira, requesting that the City Council send a letter to Governor Baker, along with our State and Federal Delegations in opposition of our boat owners paying $700.00 a day for the at-sea fishing monitor, which was previously paid by NOAA, said new fee will be put into place on March 01, 2016, by the United States Department of Commerce, this will have a devastating effect on New Bedford’s fishing industry, which is a major part of the economy in New Bedford and all of New England.
3.     WRITTEN MOTION, Councillors Bousquet, Winterson, Lopes and Abreu, asking, the City Council to support writing a letter to the NOAA Office of Law Enforcement, the Internal Revenue Service, and the Office of the Attorney General, to distribute Carlos Rafael's fishing quotas to the City's remaining fleet and boat owners, or perhaps support a City takeover of Carlos Fisheries, Inc. and hire a manager to manage the fleet, appoint an honest Board of Directors, operate it as a non-profit, with a distribution of profits set up to fund a limitless number of causes, providing assistance to families of Fishermen who are injured, fund health plans for Fishermen who most likely don't have Health, Life or Disability Insurance. (To be Referred to the Mayor, Harbor Development Commission, our State and Federal Legislative Delegations, NOAA Office of Law Enforcement, the Internal Revenue Service and the Office of the Attorney General.)

4.     WRITTEN MOTION, Councillor Gomes, requesting that invitation letters signed by the City Council and Mayor, be sent to all Democrat and Republican Candidates and Committees for President of the United States, all Senatorial and House Congressional candidates, to discuss the issues of healthcare, education, economic development, the fishing industry, public infrastructure, public safety and other major issues affecting the City and this Country; and further, that letters be sent to all major news networks in the Country including ABC, Fox and NBC just to name a few, along with the Boston and Providence media market inviting the networks to consider the City for a roundtable discussion or a major debate, to be held at the Zeiterion Theatre, the Bronspiegel Auditorium or the Whaling Museum, New Bedford’s voices and messages should be included in the future of this Country.

5.         WRITTEN MOTION, Councillors Carney, Abreu, Winterson, requesting that the Administration inform and consult the Ward Councillor when a dignitary or a special event happens in their area, to avoid the issue that happened on Tuesday, March 1, 2016.

6.     WRITTEN MOTION, Councillor Rebeiro, requesting, on behalf of the Zeiterion Performing Arts Center’s Havana Nights Spring Gala, that the following street(s) be CLOSED: PURCHASE STREET, from School Street to Spring Street (In Front of the Zeiterion Theatre) AND SPRING STREET, from Purchase Street to Acushnet Avenue, ON SATURDAY, APRIL 02, 2016, AT 6:00 A.M. TO SUNDAY, APROL 03, 2016, AT 2:00 P.M.
7.     WRITTEN MOTION, Councillors Martins, Lopes, Abreu, Oliveira, Rebeiro, Bousquet, Council President Morad, Councillors Carney, Coelho, Winterson and Gomes, requesting, that a letter be sent to MassHealth expressing our support of the proposed rate increase for Adult Day Health Programs which protect our Seniors safety, saves the State money and assists with their healthcare requirements; and further, that this letter be read aloud at the Adult Day Health Rate Hearing, on March 21, 2016, as written testimony; the current rate was based on Adult Day Health costs in 2009 (base year, and have resulted in several programs closing and many more on the brink of closure.

8.     WRITTEN MOTION, Councillor Lopes, requesting that CFO Sky, brief the Committee on Finance on the Fiscal Year 2017 budget, before the Mayor’s budget submission in May. (To be Referred to the Committee on Finance.)

9.     WRITTEN MOTION, Councillors Lopes, Abreu, Martins, Winterson, Morad, Bousquet, Rebeiro, Carney and Coelho, requesting that the Personnel Director, Sandy Vezina, appear before the Committee on Finance, to review the City’s current residency requirements. (To be Referred to the Committee on Finance.)

10.       WRITTEN MOTION, Councillors Carney, Abreu, Lopes, Winterson, requesting that the Personnel Director, Sandy Vezina, supply the Members of the Committee on Finance, with a list of ALL City Personnel, that do not reside in the City, and further, the list should include City Personnel that have Waivers, and are the waivers permanent, yearly or if said employee is a Union Member, including the Police and Fire Unions; furthermore, that AFSCME, Police and Fire Residency contract terms be included with said list.  (To be Referred to the Committee on Finance.)

11.     WRITTEN MOTION, Councillors Abreu, Winterson, Martins and Bousquet, requesting, that Representatives of the Cannabis Society address the Committee on Appointments and Briefings, regarding the potential economic development impact here in New Bedford with the development of retail, cultivation, and manufacturing facilities to process Medical Marijuana, as a result of the Massachusetts voters passing Question 3 to legalize Medical Marijuana for those with debilitating conditions in 2012, medical manufacturing facilities are needed all throughout the Commonwealth, especially within densely populated metropolitan communities such as New Bedford. 12.     COMMUNICATIONS, Towns of Dartmouth and Acushnet, to City Clerk/Clerk of the City Council, responding to a Written Motion by Councillors Winterson, Coelho, Lopes and Carney, relative to treatment facilities in their communities for individuals suffering from substance abuse.
