M3.      COMMUNICATION, Mayor Mitchell, to City Council, submitting a LOAN ORDER in the amount of $65,000,000.00 to pay for costs of construction of water distribution and treatment systems improvements including, Quittacas Water Treatment Plant upgrades, High Hill Reservoir upgrades, a lead service abatement program, a water meter replacement and advanced metering infrastructure (AMI) upgrade program and general system improvements.

M4.      COMMUNICATION, Mayor Mitchell, to City Council, submitting a LOAN ORDER in the amount of $25,000,000.00 to pay costs of projects outlined in the City’s long term CSO Control and Integrated Capital Improvements Plan including supplemental integrated capital planning, wastewater collection system improvements, pumping station improvements, a wastewater collection system investigation program and MS4 permit compliance and reporting and general system improvements.

 

M4a.    LOAN ORDER,

M5.      COMMUNICATION, Mayor Mitchell, to City Council, submitting AN ORDER authorizing the City to enter into an eight (8) year lease with Pierce Manufacturing, Inc. for the purchase of two (2) Pierce Arrow XT Pumpers for the City’s Fire Department.

M6.      COMMUNICATION, Mayor Mitchell, to City Council, submitting AN ORDER authorizing the City to enter into a five (5) year lease with All American Investment Group, LLC for the purchase of five (5) trucks, a bucket truck, a backhoe, a Bobcat, two chippers and two sander inserts for existing vehicles for the Departments of Facilities and Fleet Management and Public Infrastructure.

M8.      COMMUNICATION, Mayor Mitchell, to City Council, submitting AN ORDER amending the Order adopted by the City Council on June 23, 2016 and signed by the Mayor on June 30, 2016, which in accordance with Massachusetts General Law Chapter 44, Section 53E 1/2 , authorized the revolving fund under the control of the Recreation and Parks Department known as the SUPPORTIVE RECREATION REVOLVING FUND whose purpose is to cover program instructors and supplies for program, as well as program support including Program Monitors and administrative support, is hereby authorized at $64,000.00 for FISCAL YEAR 2017.

M9.      COMMUNICATION, Mayor Mitchell, to City Council, submitting a renewal of a ONE-YEAR WAIVER OF RESIDENCY for Education Curator MS. CAROLINE HAWTHORNE, Fairhaven, MA; Ms. Hawthorne has worked for the Buttonwood Park Zoo since June 2014.

M10.    COMMUNICATION, Mayor Mitchell, to City Council, submitting a WAIVER OF RESIDENCY for DANIELA MOUTINHO FERREIRA, Norton, MA; Ms. Ferreira has been selected for the post of Librarian-II/Branch Manager at the Casa da Saudade Library Branch.

M11.    COMMUNICATION, Mayor Mitchell, to City Council, submitting the APPOINTMENT of ROBERT ALLEN LANGEVIN, New Bedford MA, as a CONSTABLE.

M12.    COMMUNICATION, Mayor Mitchell, to City Council, submitting the APPOINTMENT of JEFFREY TEIXEIRA, New Bedford, MA, as a SPECIAL POLICE OFFICER.

NEW BUSINESS
1.     AN ORDINANCE, rezoning Plot 103/Lot 13 (127 Hathaway Street) from MIXED USE BUSINESS to RESIDENCE "C". (Passed to a Second Reading 09/08/2016.)
2.     WRITTEN MOTION, Councillors Coelho, Abreu, Carney and Martins, requesting, due to the high increase in crime and the deterioration in the quality of life, requesting that Police Chief Cordeiro increase patrols and bring foot patrols to the area of North Front Street, from Coggeshall Street to Nash Road, to quell some of the issues the neighborhood is experiencing, due to the fact that many residents are afraid to call Police because of retaliation and also the language barrier.  (To be Referred to the Committee on Public Safety and Neighborhoods and Police Chief Cordeiro.)
3.     WRITTEN MOTION, Councillors Coelho, Abreu, Carney and Martins, requesting, that Committee on Public Safety and Neighborhoods, the Health Department and the Department of Inspectional Services look into the situation on North Front Street, there are sidewalk sales that last all day and block the entire sidewalk, tables and chairs put out, people congregating all day long, cooking on the sidewalk, there is an accumulation of garbage that people leave, they fix cars right on the sidewalk, which obstructs visibility; and further, some of this activity could possibly be used as drug fronts,  there are quality of life issues that are not being addressed and the sidewalks must be cleared for pedestrians.  (To be Referred to the Committee on Public Safety and Neighborhoods, the Health Department and the Department of Inspectional Services.)
4.     COMMUNICATION/DEMOLITION, New Bedford Historical Commission, to City Council, re: BUILDING DEMOLITION REVIEW OF 122 RODNEY STREET, (MAP 14, LOT 130), a Circa 1908 concrete block garage structure – advising that “the structure is not located in a National Register Historic District; the structure is of no notable historic significance either recorded or found with the existing condition of the structure; the structure is in poor condition due to extensive deferred maintenance, “in light of these findings, the Preservation Planner has determined that the structure at 122 Rodney Street is neither a Historically Significant nor a Preferably Preserved structure.”
