2.     WRITTEN MOTION, Councillors Carney, Abreu, Gomes, Winterson,  Coelho, Bousquet, Rebeiro and Oliveira, requesting, that the City Council send a letter to Governor Baker, along with our State and Federal Delegations in opposition of our boat owners paying $700.00 a day for the at-sea fishing monitor, which was previously paid by NOAA, said new fee was put into place on March 01, 2016, by the United States Department of Commerce, this will have a devastating effect on New Bedford’s fishing industry, which is a major part of the economy in New Bedford and all of New England.

22.     WRITTEN MOTION, Councillors Coelho, Abreu, Winterson, Lopes, Martins and Rebeiro, requesting, that a letter be sent to Governor Baker and our State Legislative and Federal Delegations, asking that they look into policy to address the emergency of increasing repeat drug overdoses occurring in extreme numbers, emphasizing that we need to expand services for immediate relief for this issue; and further, this crisis is affecting all families on a daily basis and using up emergency services that the City can no longer afford.

23.     WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Public Safety and Neighborhoods, meet with Police Chief Cordeiro, Heath Director, Dr. Brenda Weis and a member of the Mayor’s staff, to discuss putting in place a comprehensive plan of action to address the present opioid and heroin crisis in the City; and further, that Police Chief Cordeiro and the Narcotics Division put a full effort into taking the dealers of these drugs off the streets calling it a "Clean City"; and further, that the City work with every law enforcement agency available to address this issue, including the Executive Office of Public Safety and Security Director, Daniel Bennett; and further, that letters be sent to Congressman William Keating, Senator Elizabeth Warren, Senator Edward Markey, State Senator Mark C.W. Montigny, Representatives Cabral, Koczera, Markey, Schmid, and Straus, asking them to amend the present State and Federal laws to give the harshest punishment to those involved in selling these drugs on our streets and to also explore the possibility of holding them with no bail due to the impact on the community and the loss of life, along with assisting Cities with monies for treatment and education; and further, that anyone caught driving under the influence of such drugs or having been injected with these drugs be immediately arrested for driving under the influence in the City of New Bedford. 

24.     WRITTEN MOTION, Councillor Lopes, requesting that the Committee on Ordinances draft a Home Rule Petition that would expand on the existing State Nuisance Law, to provide local landlords with the authority to evict tenants involved in crimes related to the use or illegal possession of guns. 25.     WRITTEN MOTION, Councillors Carney and Martins, requesting the Director of Community Services, Cynthia Wallquist and Director of Council on Aging, Debra Lee appear before the Committee on Appointments and Briefings to discuss the closing of the Brooklawn Park Senior Center and its conversion into an Adult Day Care Center.

26.     COMMUNICATION, BOARD OF ASSESSORS’ MOTION, Board of Assessors, to City Council, submitting MOTION passed 3-0, at its open meeting on JUNE 03, 2016, and requesting that the City Council ADOPT, and the Mayor APPROVE the THREE ORDERS relating to the Consumer Price Index, as determined by the Commissioner of Revenue, of a 0.59% increase for Clause 17’s, for the amount of exemption to be increased to $300.63; to accept under Chapter 59, Section 5, Clause 17E to increase the amount of assets to $61,298.00, to qualifying individuals; and under Chapter 59, Section 5, Clauses 41, 41B & 41C, raising the base limit of income for single taxpayers to $19,921.00 and married taxpayers to $22,989.00 and to raise the assets limits to $42,908.00 for single taxpayers and $45,974.00 for married taxpayers.
