7.     WRITTEN MOTION, Council President Lopes, Councillors Dunn, Abreu and Lima, requesting clarification from the Mitchell Administration regarding the expenditure policy that the City will be utilizing in regards to the allocation of funds associated with American Rescue Plan Act; assuming that the City will be following Chapter 44, Section 53A of Massachusetts General Law as it relates to the expenditure of funds.
