VETO THREE (3) BALLOT QUESTIONS - RENT STABLIZIATION, MAYOR'S TERM & COMMUNITY PRESERVATION ACT

M1. COMMUNICATION, Mayor Mitchell, to City Council, submitting VETOES of three City Council Motions from the March 9th City Council agenda, regarding placing non-binding questions on the November 2023 ballot. (Received and Ordered Spread on the Record – April 13, 2023.)

 

M1a. WRITTEN MOTION, Councillors Burgo, Gomes and Council President Morad, requesting, that pursuant to Section 53 of Chapter 18A of the Massachusetts General Laws, that the following nonbinding public opinion advisory question, or other question of similar form and context as determined by the City Solicitor, be placed on the municipal general election ballot on November 07, 2023: “Should the City of New Bedford adopt an Ordinance stabilizing rents, in order to prevent displacement in the local housing rental market?” (Vetoed by Mayor Mitchell on March 22, 2023 – Veto Received and Ordered Spread on the Record – April 13, 2023.)

 

M1b. WRITTEN MOTION Councillors Gomes, Burgo, Council President Morad, requesting that an advisory opinion ballot question be placed on the ballot for the next municipal election as follows:-

''Shall the term of Office of Mayor of the City of New Bedford be reduced from the current four years to two years?''  (Vetoed by Mayor Mitchell on March 22, 2023 – Veto Received and Ordered Spread on the Record – April 13, 2023.)

 

M1c. SUBSTITUTE MOTION, Council President Morad, requesting that an advisory ballot question be placed on the ballot regarding the revocation of the acceptance of Section 3 through 7 of Chapter 44B of the General Laws as follows:-

“Shall the City of New Bedford revoke the acceptance of Sections 3 through 7, inclusive of Chapter 44B of the General Laws that imposes an additional surcharge to property taxpayers?” (Vetoed by Mayor Mitchell on March 22, 2023 – Veto Received and Ordered Spread on the Record – April 13, 2023.)
