21.     REPORT, Committee on Licensing and Zoning for Cannabis, recommending to the City Council that the City Council Special Committee on Licensing and Zoning for Cannabis forward the proposed Zoning Ordinance with a copy of the corresponding map to the City Council with the recommendation that the City Council proceed under the provisions of Chapter 40A Sec. 5 of the General Laws and adopt the Ordinance.
