COMMUNICATION, Mayor Mitchell, to City Council, requesting that the City of New Bedford, as Grantee of Foreign Trade Zone #28 (FTZ 28), be authorized to apply to the United States Foreign Trade Zones Board and applicable federal agencies to reorganize FTZ 28 to an Alternative Site Framework (ASF); and that the Mayor be authorized to execute all necessary paperwork for the application and any subsequent administrative actions for FTZ 28.

 

M12. COMMUNICATION, Mayor Mitchell, to City Council, submitting the APPOINTMENT of PAUL J. SOUZA, a United States Army Operation Desert Storm Veteran, New Bedford, MA, to the VETERANS ADVISORY BOARD; Mr. Souza is replacing Randall G. Motta whose term expired in December 2020; this term will expire in December 2023.

COMMUNICATION, Mayor Mitchell, to City Council, submitting the APPOINTMENT of LEO CHOQUETTE, New Bedford, MA, to the ZONING BOARD OF APPEALS; Mr. Choquette is currently serving as an alternate member and will be replacing Allen Decker who has resigned; this term will expire in December 2026.

 

M14. COMMUNICATION, Mayor Mitchell, to City Council, submitting the APPOINTMENT of SIDNEY A. MURRAY, II, New Bedford, MA, to the HUMAN RELATIONS COMMISSION; Mr. Murray is replacing Bethany Fauteux whose term has expired; this term will expire in April 2022.

 

M15. COMMUNICATION, Mayor Mitchell, to City Council, submitting the REAPPOINTMENT of SIDNEY A. MURRAY, II, New Bedford, MA, to the HUMAN RELATIONS COMMISSION; this term will expire in April 2025.

NEW BUSINESS

2.         REPORT, Committee on Finance, recommending to the City Council Approval of the ORDER, AS AMENDED, that the City Council agrees to the terms and conditions in the proposed “Grant Agreement (ARPA)” between Bristol County and the City of New Bedford and authorized members of the City Council to execute said grant agreement  Nothing in this order shall be construed as the City Council’s approval of expenditures of ARPA grant funds that may be received by the city from Bristol County.

WRITTEN MOTION, Councillor Morad, requesting that the Director of Community Services Cynthia Wallquist, the Acting Director of the Department of Facilities and Fleet Management Jen Vieira and the Chairperson of the Commission for Citizens with Disabilities Dennis DeMarinis be invited to a meeting of the Committee on Veterans Affairs, Elderly, Youth, Health, Housing and Disability Issues to discuss the status of various access issues related to the Hillman Street complex.  (To be Referred to the Committee on Veterans Affairs, Elderly, Youth, Health, Housing and Disability Issues.)

4. WRITTEN MOTION, Councillor Dunn, requesting that 19 Hathaway Road (Map 101/Lot 8) be rezoned from Mixed Use Business/Industrial B to INDUSTRIAL B in its entirety. (To be Referred to the Committee on Ordinances and the Planning Board.)

5. COMMUNICATION/DEMOLITION, Anne Louro, Preservation Planner, to City Council,  re: BUILDING DEMOLITION REVIEW – 73 HILLMAN STREET (Map 58/Lot 198) circa 1900, wood framed, carriage shed, the structure is located in the North Bedford National Register Historic District; the structure is of no notable historic significance either recorded or found with the existing condition of the structure; and the structure is in poor condition due to extensive deferred maintenance; therefore, in light of these findings, the Preservation Planner has determined that the carriage shed structure at 73 Hillman Street is neither a Historically Significant nor a Preferably Preserved Building.

COMMUNICATION/DEMOLITION, New Bedford Historical Commission, to City Council, re: BUILDING DEMOLITION REVIEW – 19 TABER STREET (Map 40/Lot 5) circa 1912, Two Story Primary Building and 1913 Garage, the property at 19 Taber Street retains integrity of location, design, setting, materials, workmanship, feeling and association, it is representative of the early twentieth century development of one of New Bedford’s finest residential areas when the city’s textile industry continued to prosper, generating economic prosperity among a growing middle class of businessmen and entrepreneurs; the property is associated with George Robert Cherry (1874-1946), founder and eventual President of Cherry and Company which established several retail stores under the name of Cherry and Webb; the buildings are architecturally significant, designed by renowned New Bedford architectural firm Caleb Hammond and Sons in the regionally rare Italian Renaissance style; the property is directly adjacent to and abuts the Moreland Terrace National Register District; the applicant did not provide any supporting documentation relative to the building’s structural integrity or whether adaptive re-use of the building was explored; the Commission seeks the opportunity to work with the property owner and the public to seek alternative options that will preserve, rehabilitate, or incorporate the existing buildings into a site development plan; therefore, in light of these findings, the New Bedford Historical Commission has determined that the buildings at 19 Taber Street are Historically Significant and Preferably Preserved historic buildings.
