REPORT, Committee on Public Safety and Neighborhoods, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Council President Lopes, requesting, that the New Bedford Traffic Commission and the New Bedford Police Department begin evaluating the possibility of establishing Red Light Cameras in the City of New Bedford if the Massachusetts Legislature approves the Governor’s measure allowing red light cameras in the Commonwealth.

REPORT, Committee on Public Safety and Neighborhoods, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Gomes, requesting, increased Police patrols in the Downtown historical area due to the increasing foot traffic and criminal activity around Custom House Square and the Massachusetts 54th Volunteer Regiment Memorial, throughout the historical district business owners are concerned that this criminal activity could be detrimental not only to their businesses but to the district as a whole; and further, once more requesting, that the Mayor reverse his decision to close the Downtown Police station, the closing of the station will have a dramatic and detrimental effect on the entire downtown area.

REPORT, Committee on Public Safety and Neighborhoods, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillors Abreu, Lima, Gomes and Coelho, requesting that the Committee on Public Safety and Neighborhoods, Police Chief Cordeiro, and the Administration work collaboratively together to identify the potential installation of surveillance cameras at our public parks and parking lots where there may be no current surveillance, the appropriate installation of such surveillance cameras would be not only a deterrent for potential crime, but would also be used as another tool at the disposal of our law enforcement professionals when investigating cases which may have occurred at said areas.

REPORT- Committee on Public Safety and Neighborhoods, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillors Gomes, Oliveira and Abreu, requesting that the Committee on Public Safety and Neighborhoods meet with Pulaski School Parents and School Staff in conjunction with the Far North End Neighborhood Association, to discuss the ongoing traffic and public safety issues at Pulaski school and that the Administration look into funding for two (2) traffic guards during drop off and pickup times at said school further requesting, that this Committee Meeting be held at the Pulaski School to get Parents and School staff input; and the COMMUNICATION, Councillor Gomes, submitting an email from Lisa Tavares, concerned parent of a student at Pulaski School, regarding the traffic issues at the school.

25. REPORT, Committee on Public Safety and Neighborhoods, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Public Safety and Neighborhoods call an immediate Public Safety Summit to include a Representative of the Mayor’s Office, Police Chief Cordeiro, Massachusetts Homeland Security Director, Bristol County Sheriff Hodgson, the Commanding Officer from the State Police Barracks in Dartmouth, a Representative of the Bristol County District Attorney’s Office, and a Judge from Third District Court to discuss measures, procedures and strategies to be utilized and implemented, such as stop and search, crime-free zones, and zero tolerance for crimes in our parks and playgrounds and that SRT Tactical Unit be on call and utilized anytime its needed, also that extra patrols and undercover units be placed in high crime neighborhoods; and further, that a Public Awareness Campaign be put together to reach out to the neighborhoods and the citizens of this City for their assistance in fighting crime; furthermore, that this summit be held in executive session, due to the information that may be provided and also strategies that may already be in place that not only protect our Police Officers, Agencies but also the public.

WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Public Safety and Neighborhoods call an immediate Public Safety Summit to include a Representative of the Mayor’s Office, Police Chief Cordeiro, Massachusetts Homeland Security Director, Bristol County Sheriff Hodgson, the Commanding Officer from the State Police Barracks in Dartmouth, a Representative of the Bristol County District Attorney’s Office, and a Judge from Third District Court to discuss measures, procedures and strategies to be utilized and implemented, such as stop and search, crime-free zones, and zero tolerance for crimes in our parks and playgrounds and that SRT Tactical Unit be on call and utilized anytime its needed, also that extra patrols and undercover units be placed in high crime neighborhoods; and further, that a Public Awareness Campaign be put together to reach out to the neighborhoods and the citizens of this City for their assistance in fighting crime; furthermore, that this summit be held in executive session, due to the information that may be provided and also strategies that may already be in place that not only protect our Police Officers, Agencies but also the public. WRITTEN MOTION, Councillor Morad, requesting, that the Acting Chief Financial Officer immediately supply to the Committee on Finance a listing of the applications received through April 28, 2022, under the Enhanced Façade Improvement Program funded by the ARPA program, said listing shall include the date of application, application amount, business name, address and nature of the building improvement project; and further, that the Chair of the Committee on Finance call a meeting of said Committee prior to May 15, 2022, to review the requested information. (To be Referred to the Committee on Finance.)

WRITTEN MOTION , Councillor Morad, requesting, that the Administration amend the Enhanced Façade Improvement Program by immediately suspending the 25% match requirement for all applicants under said program; and further, that this Motion be referred to the Committee on Finance for discussion with representatives of the Administration, the Office of Housing and Community Development, the South Coast Chamber of Commerce and small business owners regarding the negative ramifications of the 25% match requirement, which is deterring small business owners from submitting applications for funding under the program. WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Public Safety and Neighborhoods, Legal Counsel David Gerwatowski, Police Chief Oliveira, and a Representative of the Traffic Commission, meet to look into the use of Police Drones in the City and discuss the possibility of establishing an Ordinance for the City to use drones to track unregistered ATVs that are terrorizing City streets and neighborhoods; and also, to use these Police drones to track unregistered motorcycles and scooters, surveillance, recovery, traffic, beach patrol, and festival safety; a few of the possibilities in the 21st-century of public safety approaches to fighting crime and criminal activity in City of New Bedford.

WRITTEN MOTION, Councillor Morad, requesting, that City Planner Jennifer Carloni and Building Commissioner and Zoning Officer Daniel Romanowicz appear before the Committee on Ordinances to discuss and provide an update regarding the action plan and proposed timeline for a City-wide comprehensive rezoning.

WRITTEN MOTION, Councillor Lima and Council President Abreu, requesting, that the New Bedford City Council in connection with the City of New Bedford’s Human Relations Commission support the “Interfaith Solidarity Walk For Ukraine” in Fall River on May 1, 2022 starting at the Blessed Trinity Polish National Catholic Church, stopping at Saint Stanislaus Church and ending at St. John the Baptist Ukrainian Catholic Church,  this walk is a collaboration of the United Interfaith Action of Southeastern Massachusetts, the Inter-Church Council of Greater New Bedford, and the Greater Fall River Council of Churches who together stand against the oppression and human rights violations that are being committed against people in Ukraine.

36. WRITTEN MOTION, Councillor Pereira, requesting, that the Department of Public Infrastructure Commissioner, Jamie Ponte, appear before the City Council’s Committee on Finance to discuss the department’s water shut-off policies and payment procedures.

WRITTEN MOTION, Councillor Giesta, Council President Abreu, Councillors Lima, Markey and Pereira, requesting, that the Police Chief, Paul Oliveira, come before the Committee on Ordinances to discuss the ongoing problem with ATV and dirt bikes, speeding around the City erratically with no respect for the law and the residents; and further, that the Committee work together with the Police Chief and the Administration to create and pass an Ordinance regarding these ATV’s and dirt bikes on our City streets, sidewalks and parks. 

38. WRITTEN MOTION, Councillor Gomes, requesting that the Special Committee on Memorials and Dedications, meet for the purpose of discussing exactly what the City's intentions are with the Franco-American Veterans Square, this Veteran's Memorial has been under construction due to the road work; and further, that the Committee look into what happened to the plaque dedicated to Roland G. Saulnier Square, that was located at the former Saint Anne's Church at the corner of Brock Avenue and Ruth Street which was dedicated on July 4, 1946 by New Bedford Post 62 Vets; furthermore, this request comes from the family asking the City plans to complete and rededicate the square to this American, our City hero.
