THIS MEETING IS BEING HELD REMOTELY IN ACCORDANCE WITH THE GOVERNOR OF MASSACHUSETTS’ MARCH 12, 2020 ORDER SUSPENDING CERTAIN PROVISIONS OF THE OPEN MEETING LAW G. L. C. 30A, SECTION 20 WITH AN EXTENSION SIGNED ON JUNE 16, 2021 AND THE CITY COUNCIL’S VOTE TO WAIVE RULE 21A ON JANUARY 13, 2022

1.       WRITTEN MOTION Council President Lopes and Councillor Gomes, requesting that the Committee on Ordinances and the Planning Board, review and consider the following change to the City’s Building Codes to allow the establishment of Garden Style apartments in Mixed-Use Business Districts at heights, and density that other multi-family projects are afforded. (To Referred to the Committee on Ordinances and the Planning Board.) (Ref’d 12/09/2021) (01/18/2022 – Request that Legal Counsel draft the appropriate Ordinance language based on the letter from Atty. Kehoe and the recommended changes from the Planning Board; Remain in Committee)

 

1a. COMMUNICATION, Council President Lopes, submitting proposed Amendments Chapter 9, Section 2230 “Table of Principal Use Regulations” Appendix A from Attorney Michael A. Kehoe. (To be Referred to the Committee on Ordinances and the Planning Board.) (Ref’d 12/09/2021) (01/18/2022 – Remain in Committee)

 

1b. COMMUNICATION, Jennifer Carloni, Director, City Planning, to Councillor Hugh Dunn, Chairman, Committee on Ordinances, advising that the Planning Board held a public hearing on Wednesday, January 12, 2022, to discuss the request by City Councillors Joseph P. Lopes and Brian K. Gomes for the Planning Board to review and make a recommendation to the City Council for its consideration regarding proposed changes to the City’s Building Codes to allow the establishment of Garden Style apartments in Mixed-Use Business Districts at heights and density that other multi-family projects are afforded; the Planning Board voted to send a FAVORABLE RECOMMENDATION, recommending that the City Council amends the Ordinance accordingly. (Ref’d 01/13/2022)

2.       WRITTEN MOTION, Councillor Morad, Council President Lopes and Councillor Gomes, that the City Council explore the development and implementation of policies/Ordinances that will serve to protect City employees from the spread of COVID-19 as an alternative to the Administration’s vaccine and testing mandate; and further how employees’ privacy rights can be protected with regard to the information required to be provided and how employees will be protected from absorbing any costs that vaccination or testing could potentially be imposed on them going forward resulting from the imposition of such a mandate. (Ref’d 11/09/2021)

3.       WRITTEN MOTION Councillor Morad, Council President Lopes and Councillor Gomes, requesting that the Administration provide the City Council with the protocols and procedures for assuring that the Administration’s vaccine/testing mandate is uniformly enforced among all employees to avoid any favoritism or exceptions for certain employees that is not provided equally to all employees, and further that the Administration supply to the Committee on Ordinance the protocols and procedures requested prior to the item being discussed in the Committee on Ordinance.
