WRITTEN MOTION, Councillor Dunn, requesting that the City of New Bedford cease facilitating home equity theft through the contracting of predatory tax debt collectors, like Tallage, that impose a 16% interest rate and take the entire value of the property at foreclosure sale, even when the sale value exceeds the debt. WRITTEN MOTION, Councillor Giesta, Council President Abreu, Councillors Lima, Markey, Pereira, Baptiste and Carney, requesting, that the Police Chief, Paul Oliveira, come before the Committee on Ordinances to discuss the ongoing problem with ATV and dirt bikes, speeding around the City erratically with no respect for the law and the residents; and further, that the Committee work together with the Police Chief and the Administration to create and pass an Ordinance regarding these ATV’s and dirt bikes on our City streets, sidewalks and parks. 7. WRITTEN MOTION, Council President Lopes, requesting that that Committee on Ordinances draft an Ordinance as it relates to short-term rentals in the City of New Bedford. (Ref’d 02/13/2020)

 

8. WRITTEN MOTION, Council President Lopes, requesting that the Committee on Ordinances and the Planning Board draft an Outdoor Dining Policy for non-conforming Restaurants. (Ref’d 06/25/2020)

 

9. WRITTEN MOTION, Council President Lopes, requesting, that the Committee on Ordinances and City Planner Tabitha Harkin collaborate on amending the existing Planning Board application process, to require that all commercial property applicants be required to submit a vegetation management plan and litter management plan to the Planning Board as part of Planning Board Applications and approval process. 10. WRITTEN MOTION, Council President Lopes, Councillors Abreu, Lima, Giesta and Morad, requesting that the Committee on Ordinances review the existing governing language of the Cemetery Board and amend the Ordinance to include a member of the City Council and the Department of Infrastructure (DPI) or a designee assigned by the DPI Commissioner to the Board.  (Ref’d 5/27/2021)

 

11. WRITTEN MOTION, Council President Lopes, requesting that the Committee on Ordinances review and amend Chapter 17, Section 17-15 – Noise of the City Code to include a section of hours of operation exclusively for auto body and commercial garages. WRITTEN MOTION Council President Lopes and Councillor Gomes, requesting that the Committee on Ordinances and the Commissioner of the Department of Inspectional Services review and consider the following change to the City’s Building codes to allow the establishment of Garden Style apartments in Mixed-Use Business Districts at heights, and density that other multi-family projects are afforded. RELATED MOTION, Councillor Morad, that the Committee on Ordinances look to amend the City of New Bedford Zoning Code of Ordinances to again allow petitioners the ability to obtain use variances vs full zoning changes in the City of New Bedford. (Ref’d from Committee on Ordinance on 11/10/021)

 

15. WRITTEN MOTION Councillor Morad, Council President Lopes and Councillor Gomes, that the City Council explore the development and implementation of policies/Ordinances that will serve to protect City employees from the spread of COVID-19 as an alternative to the Administration’s vaccine and testing mandate; and further how employees’ privacy rights can be protected with regard to the information required to be provided and how employees will be protected from absorbing any costs that vaccination or testing could potentially be imposed on them going forward resulting from the imposition of such a mandate. 16. WRITTEN MOTION Councillor Morad, Council President Lopes and Councillor Gomes, requesting that the Administration provide the City Council with the protocols and procedures for assuring that the Administration’s vaccine/testing mandate is uniformly enforced among all employees to avoid any favoritism or exceptions for certain employees that is not provided equally to all employees, and further that the Administration supply to the Committee on Ordinance the protocols and procedures requested prior to the item being discussed in the Committee on Ordinance.
