10.    REPORT, Committee on Appointments and Briefings, recommending that the City Council GRANT the DEMOLITION of the PORCH, located at 135 COTTAGE STREET, (MAP 45/LOT 263).

COMMUNICATION/DEMOLITION, New Bedford Historical Commission, to City Council, re: BUILDING DEMOLITION REVIEW: PARTIAL DEMOLITION - PORCH -135 COTTAGE STREET, (MAP 45/LOT 263) advising that “the property owner is proposing the demolition of the building’s wrap-around porch in its entirety and rebuilding a section of the porch; the Robert B. and Lucinda Hudson Gifford House (NBE.2358) was constructed in 1897, and is a contributing historic resource to the County Street National Register District; the property is historically or architecturally significant in terms of period style, method of building construction or association with a significant architect or builder either by itself or as a part of a group of buildings; the Commission has collaborated with the property owner to modify the initially proposed porch materials to mutually agreed upon high-quality materials to mitigate the adverse effect the porch demolition will have on the property and the District “in light of these findings, the New Bedford Historical Commission has determined that the structure at 135 Cottage Street is Historically Significant but is not a Preferably Preserved structure.” (Referred to the Committee on Appointments & Briefings – 11/22/2022.)

REPORT, Committee on Ordinances, recommending that the City Council amend the New Bedford MacArthur Drive Area Redevelopment Plan by striking the tax credit language found in four places in the plan and recommending to the City Council ADOPTION of the ORDINANCE and the ORDER, approving the New Bedford MacArthur Drive Redevelopment Plan, as amended.

WRITTEN MOTION, Councillor Pereira, requesting on behalf of Ms. Carmen Souza, Tenant at 459 Bolton Street, that the Traffic Commission install a HANDICAP PARKING sign in front of said address on the Kane Street side, due to the fact that Ms. Souza does not own the home and has no access to the small driveway on the property. (Copy of Ms. Souza’s Handicap Placard and letter from owner of 459 Bolton Street enclosed; To be Referred to the Traffic Commission.)

WRITTEN MOTION, Council President Morad, requesting, that Committee on Ordinances revise Chapter 2 - Section 58, by striking the paragraph:  Each standing committee shall consist of five (5) Councillors except the Committees on Ordinances, Finance, Appointments and Briefings Public Safety and Neighborhoods and City Property, which shall consist of all members of the City Council and replace said paragraph with: Each standing committee shall consist of five (5) Councillors except the Committees on Ordinances, Finance, Appointments and Briefings, Public Safety and Neighborhoods, City Property, and Veterans Affairs, Elderly, Youth, Health, Housing and Disability Issues which shall consist of all members of the City Council. 

 

20a. AN ORDINANCE,

21. WRITTEN MOTION, Council President Morad, requesting, that representatives from the Department of Emergency Management, Department of Public Infrastructure and the Department of Resilience and Environmental Stewardship appear before the Committee on Public Safety and Neighborhoods to provide said Committee with an overview of the City's plan to update the All Hazard Mitigation Plan, which has recently received grant funding from the MA Emergency Management Agency, these departments are planning a series of public involvement meetings and will be coordinating these public meetings with the Ward Councillors over the course of the next several months. (To be Referred to the Committee on Public Safety and Neighborhoods.) 

22. WRITTEN MOTION, Council President Morad, requesting that the Department of Public Infrastructure Commissioner Jamie Ponte and the Department of Resilience and Environmental Stewardship Director Michele Paul appear before the Committee on Environmental Affairs to provide the City Council a detailed briefing on the proposed Massachusetts Department of Environmental Protection mandated Title 5 regulations as related to property owners with septic systems in the City of New Bedford; and further, that the New Bedford City Council immediately send correspondence to the members of our State Legislative Delegation and the Massachusetts Department of Environmental Protection indicating our opposition to the mandated Title 5 regulations and affirming our support of their request for a delay in the regulations until funding can be appropriated for the property owners and the City of New Bedford in implementing these changes.   (To be Referred to the Committee on Environmental Affairs, Department of Resilience and Environmental Stewardship Director Michele Paul, Department of Public Infrastructure Commissioner Jamie Ponte, Senator Mark Montigny, Representatives Antonio Cabral, Christopher Hendricks, Christopher Markey, Paul Schmid and Massachusetts’ Department of Environmental Protection Acting Commissioner Gary Moran.)
