WRITTEN MOTION, Councillors Burgo, Gomes and Council President Morad, requesting, that pursuant to Section 53 of Chapter 18A of the Massachusetts General Laws, that the following nonbinding public opinion advisory question, or other question of similar form and context as determined by the City Solicitor, be placed on the municipal general election ballot on November 07, 2023: “Should the City of New Bedford adopt an Ordinance stabilizing rents, in order to prevent displacement in the local housing rental market?” (Vetoed by Mayor Mitchell on March 22, 2023 – Veto Received and Ordered Spread on the Record – April 13, 2023.)

REPORT, Committee on Public Safety and Neighborhoods, recommending that the City Council take "NO FURTHER ACTION" on the WRITTEN MOTION, Councillors Lima and Morad, requesting, that the New Bedford Public Schools Department investigate the feasibility of establishing an executive level position that is solely focused on public safety within the City’s public schools, and that such a position be equal in rank to the current New Bedford Public Schools Department Executive Director positions of Executive Director Human Capital Services, Executive Director of Educational Access and Pathways, and Executive Director of Special Education and Student Services, and further, that Superintendent Thomas Anderson, Police Chief Paul Oliveira, Fire Chief Scott Kruger, Director of Emergency Medical Services Michael Thomas, Director of Emergency Management Brian Nobrega, the Mayor’s Chief of Staff Neil Mello, and New Bedford Educators Association President Tom Nickerson appear before the Committee on Public Safety & Neighborhoods to discuss the feasibility of establishing said executive level position.

REPORT, Comittee on Public Safety and Neighborhoods, recommending that the City Council take "NO FURTHER ACTION" on the WRITTEN MOTION, Councillors Gomes, Markey and Abreu, requesting that the Committee on Public Safety and Neighborhoods, meet with concerned parents lead by Lisa Tavares, the Pulaski School Principal Melissa Rego, Members of the School Committee, Police Chief Joseph Cordeiro, DPI Commissioner Jamie Ponte and a Representative from the Mayor’s Office to discuss a plan of action and a resolution in addressing the school’s traffic problem on Braley Road; and further, discuss implementing a second entrance to the school grounds off of Acushnet Avenue and the possibility of doing this with the City’s Department of Public Infrastructure, this request is for the residents of the area, to ease the traffic flow and more importantly, the safety of the children attending Pulaski School.

REPORT, Committee on Public Safety and Neighborhoods, recommending that the City Council take "NO FURTHER ACTION" on the WRITTEN MOTION, Councillors Dunn, Abreu, Giesta, Council President Lopes, Councillors Morad, Lima, Carney, Markey and Gomes, requesting that New Bedford Police Department conduct an evaluation of the Shot Spotter program, the efficacy of the program, analyze the data the system gathers, and assess how to ensure that this tool is properly functioning, assuming the Police Department finds the program to be an effective tool, the evaluation should be conducted on an annual basis going forward.

REPORT, Committee on Ordinances, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillors Giesta, Carney, Abreu and Council President Lopes, requesting that the DFFM Commissioner Champagne, DPI Commissioner Ponte, Police Chief Oliveira, a Representative of the Mayor’s Office, a Representative of the Mayor’s Neighborhood Task Force and Andrew O'Leary, Assistant Superintendent of Finance and Operations, come before the Committee on Ordinances to discuss the enforcement of the current litter Ordinance or possible amendments to said Ordinance and the responsibility of residents and visitors to keep this City clean.

The rationale behind such a “parking ban” timeline would be to avoid any further confusion going forward since the City currently has no official adopted/consistent policy regarding this matter.

WRITTEN MOTION, Council President Morad, requesting that Director of Personnel Judith Keating provide to the City Council's Budget Quasi Committee of the Whole, a listing by City Department and Enterprise Fund of all vacant positions as of May 15, 2023; said listing shall include the date each position became vacant, the status of position, i.e. currently advertised, pending paperwork / approval for advertising etc., and if the position has been advertised the number of applications received and candidates currently being interviewed by the Department for hiring; and further, this listing is to be updated as of May 29, 2023 and June 12, 2023 and forwarded to the City Council Office for distribution to the members of the City Council's Budget Quasi Committee of the Whole. (To be Referred to the City Council's Budget Quasi Committee of the Whole, the Director of Personnel and the Acting Chief Financial Officer.)
