PUBLIC HEARING on a WRITTEN MOTION, Councillors Pereira and Abreu, requesting on behalf of David Bizarro, that Plot 17A-Lot 87 (ES Osborn Street); Plot 17A-Lot 86 (ES Osborn Street) and Plot 17A-85 (ES Osborn Street) be rezoned from Residential B to MIXED USE BUSINESS. (To be Referred to the Committee on Ordinances and the Planning Board.) 1a. COMMUNICATION, Jennifer Carloni, Director, City Planning, to Councillor Ryan J. Pereira, Chairman, Committee on Ordinances, advising that the Planning Board held a public hearing on Wednesday, April 12, 2023, to discuss a request by Councillors Ryan J. Pereira and Ian Abreu for the Planning Board to review and make a recommendation to the City Council for its consideration regarding ES Osborn Street (Map 17A/Lots 85, 86 & 87) from Residential B (RB) to Mixed-Use Business (MUB) in their entirety; the Planning Board voted to send a FAVORABLE RECOMMENDATION for the rezoning request.

2. PUBLIC HEARING on AN ORDINANCE, Councillors Abreu and Baptiste, amending Paragraph (i) of Section 4133B of Chapter 9 of the Code of Ordinances, relative to “Marijuana Establishment Hours of Operation”.  (To be Referred to the Committee on Ordinances and the Planning Board.) (Ref’d 03/09/2023) (Matter ID #0487) (Duly Advertised in The Standard-Times on Monday, April 24, 2023 and Monday, May 01, 2023.)

 

2a. COMMUNICATION, Jennifer Carloni, Director, City Planning, to Councillor Ryan J. Pereira, Chairman, Committee on Ordinances, advising that the Planning Board held a public hearing on Wednesday, April 12, 2023, to discuss a request by Councillor at Large Ian Abreu and Ward Four Councillor Derek Baptiste, for the Planning Board to review and make a recommendation to the City Council for its consideration regarding extending marijuana establishment hours of operation from 9:00 am to 9:00 p.m.; the Planning Board voted to send a FAVORABLE RECOMMENDATION for the Ordinance amendment.

3. RELATED MOTION, Councillors Gomes and Lopes, requesting, that the Committee on Ordinances take a look at the current Abutter Lots Program and Ordinance, to see what improvements can be made to acquiring and moving these properties onto the tax roll; and further, that the Committee meet with the Tax Title Attorney to give the City Council an explanation as to why the process is so complicated to roll over these vacant and abutting lots from the City onto the tax roll which would improve the look and the quality of these neighborhoods throughout the City; and further, that any lots that abut non-owner occupied property, that the City hold a public auction for those lots to dispose of surplus properties.
