5.      COMMUNICATION, Mayor Mitchell, to City Council, submitting for review and approval AN ORDER accepting a thirty (30) year Term Preservation Restriction granted by the Waterfront Historic Area League of New Bedford, Inc., to the New Bedford Historical Commission for property containing about 2,952 square feet, more or less, improved by a building and owned by the Waterfront Historic Area League of New Bedford, Inc., the subject property is located at 305-307 Pleasant Street, New Bedford, Massachusetts, being more particularly described in a quitclaim deed dated December 1, 1999, and recorded in Book 4573, Page 60 in the Bristol County (Southern District) Registry of Deeds. 6a.    REQUEST FOR PROPOSALS (RFP) for the sale and development of an Advanced Manufacturing Campus on 100 acres of the Whaling City Golf Course property on Hathaway Road. (Ref’d 02/24/2022) (03/23/2022 – Vote: that the Clerk of Committees notify the head of each City Department of the proposed sale of the described 100-acre property on Hathaway Road and request that each Department Head respond with regard to whether such real property is needed for municipal purposes by March 30, 2022; TABLED) (03/24/2022 – letters sent to all Department Heads) (03/31/2022 – letters received from Dept. 7.     COMMUNICATION, Mayor Mitchell, to City Council, submitting a DRAFT Request For Proposals (RFP) for the lease of the entire third floor of the Quest Center Building at 1213 Purchase Street. (Ref’d 05/24/2022) (06/08/2022 – VOTE: Committee send a communication to all City departments inquiring if the space was needed for municipal purposes; main motion tabled) (07/26/2022 – VOTE: Inform the City Council that the City Property Committee determined that the described third floor in the building commonly known as the Quest Center, located at 1213 Purchase Street in New Bedford, is not currently needed for municipal purposes; VOTE: that the City Council authorize the City to offer the described third floor of the building commonly known as the Quest Center, located at 1213 Purchase Street in New Bedford, for lease; VOTE: that the City Council authorize the City’s Purchasing Department, in close consultation with the City Property Committee Chair, Councillor Giesta, to proceed with issuing the Request For Proposals (RFP) in accordance with Chapter 30B Sec. 16 of the General Laws in accordance with Section 2-16 of the City Code, and that all bids received be submitted to the Committee on City Property with any written recommendation for selection that the Administration may choose to make to the Committee, and further that the RFP be substantially similar to the Draft RFP that has been received by this Committee relative to this property; Remain in Committee)
