REPORT, Special Committee on Memorials & Dedications, recommending that the City Council take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Gomes, requesting, that the City use Community Development money, or another resource to replace the two existing flag poles at the Cape Verdean American Veterans Memorial Square, the two present poles are too tall and the pole with the American flag is bending, the replacement poles should be shorter like the standard American white poles being used across the City at different monuments; and further, requesting, that the Department of Public Infrastructure’s Electrical Department run underground lighting to spotlight these two flags, and further asking that Department of Public Infrastructure’s Forestry Department trim all the trees at the Square and once these poles are installed and the work has been done, that the City have a rededication of the square with the raising of the American and Cape Verdean flags.

Kennedy, for his 47 Years of Service of Dedication and Representation to our Country, Commonwealth and our City while serving in the United States Senate, seeing that Senator Kennedy’s ties to the City of New Bedford were infused by his many actions to help this City and its Citizens and the people who were dedicated to and supported the Senator; further, in this Councillor’s opinion, a suitable location for a dedication would be the completion of the hurricane dike walkway reflecting the late Senator’s love for the City, and for the ocean; further that this recommendation be forwarded to the Special Committee on Memorials and Dedications to work with the Army Corps of Engineers; and further requesting that, if the hurricane dike walkway is not feasible, then the Committee, along with the Administration, look for another location to memorialize the late Senator Edward M. Kennedy.

Saulnier Square, that was located at the former Saint Anne's Church at the corner of Brock Avenue and Ruth Street which was dedicated on July 4, 1946 by New Bedford Post 62 Vets; furthermore, this request comes from the family asking the City plans to complete and rededicate the square to this American, our City hero.

COMMUNICATION/DEMOLITION, Anne Louro, Preservation Planner, to City Council, re: BUILDING DEMOLITION REVIEW: 278 UNION STREET (MAP  46 LOT 18) a circa 1925, one story brick masonry commercial building, advising that “the structure is listed as a contributing resource (NBE.18) within the Central New Bedford National Register Historic District (NBE.AC); the structure has been substantially altered and no longer retains architectural significance based on the existing condition of the structure; the structure’s demolition is necessary to accommodate the new construction of a five-story mixed use building; the Historical Commission, by and through a Memorandum of Agreement between the Massachusetts Historical Commission and the property owner, Alinea Capital Partners LLC, have collaborated in the new building design as a means to mitigate the adverse effects of demolition” “in light of these findings, the Preservation Planner has determined that the commercial structure at 278 Union Street is neither a Historically Significant nor a Preferably Preserved Structure.”

37. COMMUNICATION, Board of Assessors, to City Council, submitting a MOTION passed 2-0 at its Open Meeting on June 29, 2023, and requesting the City Council ADOPT, and the Mayor APPROVE the THREE ORDERS relating to the annual Consumer Price Index for Fiscal Year 2024, as determined by the Commissioner of Revenue of a 6.5% increase for Clause 17 for the amount of the exemption to $381.81, to accept under Chapter 59, Section 5, Clause 17E to increase the amount of assets to $77,856.54 to qualifying individuals, and under Chapter 59, Section 5, Clause 41, 41B and 41C, raising the base limit of income for single taxpayers to $25,302.42, and married taxpayers to $29,198.56 and to raise the assets limits to $54,499.81 for single taxpayers, and $58,392.41 for married taxpayers.

 

37a. ORDER, That pursuant to M.G.L., Chapter 59, Section 5, Clause 17E, the total value of assets, as set forth in M.G.L., Chapter 59, Section 5, Clause 17, 17C, 17C ½ and 17D is hereby increased by 6.5% for Fiscal Year 2024. Said increase is equal to the Consumer Price Index.

 

37b. ORDER, That the exemption granted to persons qualifying under M.G.L., Chapter 59, Section 5, Clause 17, 17C, 17C ½ and 17D is hereby increased by 6.5% for Fiscal Year 2024. Said increase is equal to the Consumer Price Index.    

 

37c. ORDER, That the base limit of income and the total value of assets of persons qualifying under M.G.L. Chapter 59, Section 5, Clause 41, 41B and 41C is hereby increased by 6.5% for Fiscal Year 2024. Said increase is equal to the Consumer Price Index.
