M1.     COMMUNICATION, Mayor Mitchell, to City Council, submitting A LOAN ORDER in the amount of $2,000,000. to fund the costs relative to the land acquisition and final design for the public safety center to serve the area currently covered by Fire Stations 6 and 11 and Police Station 2.

 

M1a.      LOAN ORDER,

 

M2.      COMMUNICATION, Mayor Mitchell, to City Council, submitting AN ORDER for the APPROPRIATION of $875,000.00 from ORDINARY REVENUE & MUNICIPAL RECEIPTS to GENERAL GOVERNMENT UNCLASSIFIED RESERVE FOR APPROPRIATION. (This Order funds the contract between the City of New Bedford and Local 851 – American Federation of State, County and Municipal Employees.)

 

M2a.     AN ORDER,

M3.     COMMUNICATION, Mayor Mitchell, to City Council, submitting AN ORDER for the TRANSFER of $52,000.00 from AIRPORT STABILIZATION FUND, to AIRPORT SALARIES AND WAGES. (This Order funds the contract between the City of New Bedford and Local 851 – American Federation of State, County and Municipal Employees as well as costs associated with an employee settlement.)

M4.     COMMUNICATION, Mayor Mitchell, submitting AN ORDINANCE, Amending Chapter 10, Section 47, FINANCE; TAXATION; PROPERTY, Departmental Revolving Funds added to the new Dog Park Revolving Fund.

 

M4a.     AN ORDINANCE,

NEW BUSINESS

1.         REPORT, Committee on Licensing and Zoning for Cannabis, recommending to the City Council ADOPTION of the ORDINANCE as AMENDED, Relative to the Use of Marijuana in Public.

 

1a.        AN ORDINANCE, (Referred to the Committee on Ordinances – September 22, 2016 and then Referred to the Special Committee on Licensing and Zoning for Cannabis – February 21, 2017.)

2.         REPORT, Special Committee on Licensing and Zoning for Cannabis, recommending to the City Council to take NO FURTHER ACTION, on a WRITTEN MOTION, Councillor Lopes, requesting that the Committee on Public Safety and Neighborhoods, review Ballot Question 4, which allows for the Legalization, Regulation and Taxation of Marijuana in the Commonwealth of Massachusetts, and that the City of New Bedford begin the process for a ballot question on the next bi-annual State Election, to ask whether to allow, in the City of New Bedford, the sale of marijuana and marijuana products for consumption on the premises where sold, and that this be submitted to the voters of the City of New Bedford on the next bi-annual State Election.

3.     WRITTEN MOTION, Council President Lopes, requesting, on behalf of the residents that live on Rivet Street, that the Traffic Commission review a request for the installation of a STOP SIGN on the corner of Rivet Street and Milbury Street. (To be Referred to the Traffic Commission.)

4.     WRITTEN MOTION, Councillors Morad and Winterson, requesting to go before the Park Board at their next meeting representing the family of the late Derek Pimentel, the Pimentel Family wishes to place a memorial bench and plaque at Buttonwood Park Zoo for Derek.

5.     COMMUNICATION, City Clerk/Clerk of the City Council Farias, to Members of the City Council, submitting a copy of an Open Meeting Law Complaint Form from Mr. Ronald Beaty, West Barnstable, MA, recommending referral to Legal Counsel to the City Council David Gerwatowski.

6.     COMMUNICATION, City Clerk/Clerk of the City Council, to City Council, on behalf of DOUGLAS FURTADO, 39 Perry Street, Dartmouth, MA 02748 d/b/a IDEAL LIMO, 439 Bolton Street, New Bedford, MA 02740, hereby submits a copy of the Application requesting a RENEWAL OF A PRIVATE LIVERY LICENSE, under the provisions of Massachusetts General Laws, Chapter 159A, Section 1, and amendments thereto, and M.G.L. Chapter 270, Section 22 (Smoke Free Workplace Law) and all other laws applicable to such operation to carry passengers for hire over the streets of  New Bedford. (Current License expires on November 10, 2017.)
