1.     APPLICATION of NEW ENGLAND FARMS, 68 South Main Street, Assonet, MA 02702, for a NEW license to keep, store and/or sell Products of crude petroleum at 209 Theodore Rice Boulevard, being Plot 136, Lot 322.  Application is for TOTAL of 35,000 gallons UNDERGROUND: 2 TANKS – 1. 20,000 gallon gasoline; 2. 15,000 gallon compartmentalized tank 7,000 gallons Super gasoline/8,000 gallons diesel fuel.

 

1a.     COMMUNICATION, Carolyn A. Parker, Consultant on behalf of New England Farms, 68 South Main Street, Assonet, MA, submitting an Application for a NEW License to keep, store and/or sell Products of Crude Petroleum at 209 Theodore Rice Boulevard; New England Farms is proposing to build a gas station and a 4,500 square foot convenience store with a drive thru, that was recently approved by the Planning Board.

2.     REPORT, Committee on Ordinances, recommending to the City Council APPROVAL of the rezoning of the parcels of land at 473 County Street, Plot 52, Lot 170 and on the south side of Elm Street, Plot 52, Lot 169 from Residence “A” to Mixed-Use Business.

3.     REPORT, Committee on Ordinances, recommending to the City Council to take “No Further Action” on the WRITTEN MOTION, Councillor Oliveira, requesting, that 934 Ashley Boulevard (Assessor’s Map 127D, Lot 143) be Rezoned as MIXED-USE BUSINESS, in contrast to its current designation as RESIDENTIAL, abutting properties have been MIXED-USE BUSINESS for many years, and based on the historical use of 934 Ashley Boulevard, the request is valid.

4.     REPORT, Committee on Appointments & Briefings, recommending to the City Council to APPROVE the APPLICATION, Ana P. Singleton, d/b/a North End Auto Sales, LLC, for a SPECIAL PERMIT for Motor Vehicle Sales and Rentals, General Repairs and Light Service at 1336 Ashley Boulevard, New Bedford, MA  02745.

5.     REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of DONALD R. GAUDETTE, JR., New Bedford, MA to the ELECTION COMMISSION replacing J. Louis LeBlanc, whose term will expire upon Council approval of Mr. Gaudette’s appointment; this term will expire April 2019. 

6.     WRITTEN MOTION, Councillor Abreu, Council President Lopes, Councillors Dunn, Coelho and Winterson, requesting that the Committee on Public Safety and Neighborhoods, Police Chief Cordeiro, and the Administration discuss the feasibility of implementing an online police reporting system for our residents and visitors to use as a means to report non-violent crimes, as such, the Cities of Providence and Cranston, Rhode Island have both launched this service this past year, and have claimed to have reduced officer response time by about 10 to 30 percent, and will provide online access to citizens 24 hours a day, 7 days a week. (To be Referred to the Committee on Public Safety and Neighborhoods, Police Chief Joseph Cordeiro, CFO Ari Sky, and a representative of Mayor Mitchell’s Office.) 

7.     WRITTEN MOTION, Council President Lopes, Councillors Winterson and Abreu, requesting that the Committee on Ordinances, draft an Ordinance similar to the Seattle’s Municipal Code 12A.12.015 (B) (1) that establishes penalties for intentionally obstructing or interfering with pedestrian or vehicle traffic as a means of addressing panhandling.

The following 3 items have been resubmitted due to the October 12, 2017 Late File Agenda being posted in City Hall, but not on the City’s website.

 

8.     WRITTEN MOTION, Councillor Martins, in support of Rosemary Heath, who lost her husband George in the 2016 Taunton Mall rampage, requesting that the New Bedford City Council send a letter of support to Facebook to change their legacy option, the current policy states that if a user is not named on your social media page after you pass, the page becomes locked, even for the spouse/partner, that people like Rosemary Heath have every intention to keep his memory alive through his Facebook page, sharing memories and pictures with his friends and family; and further, that Facebook not granting her access to her own husband’s page is an issue that is faced all around the world where the person you are committed to for life has no control of the social media page when you pass; furthermore, Facebook should allow for not only her, but for others to be the default legacy person and should notify them if someone is attempting to memorialize the account. (To be Ratified by the City Council.)

 

9.     WRITTEN MOTION, Councillor Coelho, requesting, that immediate action be taken to remove the well known vagrant from his current position on the sidewalk by the Post Office at 282 Coffin Avenue, he sleeps, loiters, litters and harasses people who attempt to use this Federal building or the sidewalk, he has become a public nuisance. (To be Referred to the Mayor’s Office, the Chief of Police and the Committee on Public Safety and Neighborhoods.) (To be Ratified by the City Council.)

 

10.     WRITTEN MOTION, Councillor Coelho, congratulating and inviting Captain Amos Melo, the new Commander of Station 3 to a Committee on Public Safety and Neighborhoods meeting to discuss Chief Cordeiro’s Community Policing strategy. (To Be Referred to the Committee on Public Safety and Neighborhoods.) (To be Ratified by the City Council.)

11.     COMMUNICATION, Legal Counsel to the City Council, David Gerwatowski submitting a copy of the letter sent to Mr. Ronald Beaty, Jr., West Barnstable, MA, dated November 13, 2017, responding to Mr. Beaty’s allegations that the City Council violated the open meeting law. (To be Received and Placed on File.)
