M4.      COMMUNICATION, Mayor Mitchell, to City Council, submitting a request for approval of a proposed amendment to the City’s Fund Balance Management Policy, which would designate at least 25% of certified Free Cash for deposit into the General Fund Stabilization Fund and 10% into the OPEB Trust Fund on an annual basis.

5.     WRITTEN MOTION, Councillors Coelho, Markey, Lopes and Lima, requesting, that the funding recommendation from the Community Preservation Committee (CPC) in the amount of $167,500, that was submitted with a Communication from the CPC to the City Council, and Received and Placed on File at the September 13, 2018 meeting of the City Council, again be brought before the City Council for a vote on approval of the funding.
