12.     WRITTEN MOTION, Council President Lopes, requesting that a member of the Mitchell Administration, the Police Chief, the Fire Chief, the EMS Director, the New Bedford Police Union and the New Bedford Fire Union meet with the members of the Committee on Public Safety and Neighborhoods to discuss the implementation and protection of Qualified Immunity language for the members of the Police Department, the Fire Department, and the Emergency Medical Service.

13.       WRITTEN MOTION, Councillor Gomes, requesting that the Committee on Public Safety and Neighborhoods meet with Energy Manager Scott Durkee and DPI Commissioner Jamie Ponte, to discuss the present lighting situation in some New Bedford areas; and further that they make available to the City Council the cost savings with changing the street lights, why every neighborhood did not receive LED lighting and the cost savings using the single bulb fixtures and bulb replacements instead of the LED light strips; also provide the Council with how much money has been saved due to the solar farms that have been placed around the City, the reason for this request comes on the heels of asking that LED lighting to be replaced in high crime areas throughout the City.


14.       WRITTEN MOTION, Councillor Gomes, requesting that the City Council go on record and send a letter to the Mayor in opposition to the closing of Firehouse Engine 8 on Acushnet Avenue and the Downtown Police sub-station on Pleasant Street, the closing of these two public safety buildings will be very detrimental to the areas that they serve; and further that the Council asked Mayor Mitchell to look at alternative cuts or surplus monies to keep these stations open.


15.     WRITTEN MOTION, Councillors Giesta, Abreu, Baptiste, Lima, Council President Lopes, Councillors Dunn, Markey and Carney, requesting that the Administration immediately reconsider its decision to decommission Engine 8 from the New Bedford Fire Department from its Fiscal Year 2021 budget, as its closure could potentially lead to devastating effects when it comes to the overall public safety of one of the most densely-populated areas of the community; and further that since it is confirmed that a new round of the Staffing for Adequate Fire and Emergency Response (SAFER) federal grants from FEMA will now be available later this calendar year to help local fire departments rehire or retain firefighters as well as waive the local cost share due to COVID-19 pandemic, that the City of New Bedford apply for said funding when appropriate to help alleviate any fiscal constraints to our annual fiscal budget, additionally the City does have a $7.8 million in its “rainy day” fund, which could also be applied to offset any fire department related costs. 16.     WRITTEN NOTION Council President Lopes, requesting that the Committee on Ordinances amend the existing Food Truck Ordinance Sec. 15-72 Section B, 1E, to allow for the placement and location of food trucks on Commercially Zoned Private Property. (To be Referred to the Committee on Ordinances.)
17.     WRITTEN MOTION, Council President Lopes, requesting, that the Committee on Ordinances and City Planner Tabitha Harkin collaborate on amending the existing Planning Board application process, to require that  all commercial property applicants be required to submit a vegetation management plan and litter management plan to the Planning Board as part of Planning Board Applications and approval process.
18.     COMMUNICATION, Board of Assessors, to City Council, submitting a MOTION passed 3-0, at its Open Meeting on July 23, 2020, and requesting that the City Council ADOPT, and the Mayor APPROVE the THREE ORDERS relating to the annual Consumer Price Index, as determined by the Commissioner of Revenue of a 2.3% increase for Clause 17 for the amount of the exemption to be $333.00, to accept under Chapter 59, Section 5, Clause 17E to increase the amount of assets to $67,379.00 to qualifying individuals, and under Chapter 59, Section 5, Clause 41, 41B and 41C, raising the base limit of income for single taxpayers to $21,897.00 and married couples $25,269.00 and to raise the assets limit for single taxpayers to $47,165.00 and married couples $50,534.00.

18a.     AN ORDER, ORDERED, that pursuant to M.G.L. Chapter 59, Section 5, Clause 17E, the total value of assets, as set forth in M.G.L. Chapter 59, Section 5, Clause 17, 17C, 17C½ and 17D, is hereby increased by 2.3% for Fiscal Year 2021. Said increase is equal to the Consumer Price Index.

18b.     AN ORDER, ORDERED, that the exemption granted to persons qualifying under M.G.L. Chapter 59, Section 5, Clause 17, 17C, 17C½ and 17D, is hereby increased by 2.3% for Fiscal Year 2021. Said increase is equal to the Consumer Price Index.

20.     COMMUNICATION/DEMOLITION, Anne Louro, Preservation Planner, to City Council, re: BUILDING DEMOLITION REVIEW OF 516 MAXFIELD STREET, (MAP 56, LOT 27) a Circa 1906, one and one-half story wood-framed residential building – advising that “the structure is not located in a National Register Historic District; the structure is associated with an area of the City known as “Tuxedo Park”, a development of small houses constructed cheaply from second-hand lumber in which textile machinery was imported from England; the building has been critically altered and no longer retains architectural significance, “in light of these findings, the Preservation Planner has determined that the building at 516 Maxfield Street is neither a Historically Significant nor a Preferably Preserved Building.”
