M1.     COMMUNICATION, Mayor Mitchell, to City Council, submitting at the request of the City Planning Department and the New Bedford Redevelopment Authority, TWO (2) ORDERS AND AN ORDINANCE, requesting approval of the New Bedford Waterfront Redevelopment Plan: Focus Area North and the New Bedford Waterfront Redevelopment Plan; Focus Area South, which can be found at https://www.newbedford-ma.gov/planning/strategic-plans-initiatives/, along with financial plans for these areas and amendments to current zoning, also requesting, that the City Council hold a Public Hearing on the New Bedford Waterfront Redevelopment Plan; Focus Area North and the New Bedford Waterfront  Redevelopment Plan; Focus Area South, as required by Massachusetts General Laws, Chapter 121B, Section 48.

M2.     COMMUNICATION, Mayor Mitchell, to City Council submitting AN ORDER, approving and accepting a Conservation Restriction from the Buzzards Bay Coalition to the New Bedford Conservation Commission, which places conservation restrictions on approximately 1.6 acres of land purchased with Community Preservation Act (“CPA”) funds by the Buzzards Bay Coalition directly across Mill Road from Grantor’s 21-acre Acushnet Sawmill Reserve with its 283 feet of frontage on Mill Road and 288 feet of frontage on Jireh Street.

M3.     COMMUNICATION, Mayor Mitchell, to City Council, submitting AN ORDER, that in accordance with Massachusetts General Law Chapter 44, Section 53E½ the revolving fund under the control of the Department of Facilities and Fleet Management, known as the QUEST CENTER REVOLVING FUND, whose revenues collected and amount limited to be spent estimated at $144,541, is hereby authorized for FISCAL YEAR 2021.

M4.     COMMUNICATION, Mayor Mitchell, to City Council, submitting the RE-APPOINTMENT of PAUL R. PACHECO, New Bedford, MA, to the Conservation Commission; this term will expire June 2023.
NEW BUSINESS

 4.     REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPLICATION, Melissa El Ghobry, d/b/a Enzo Auto Sales, for a SPECIAL PERMIT for Motor Vehicle Sales and striking the words “& Rentals”, at 297 Belleville Avenue, New Bedford, MA 02746.

 

4a.     APPLICATION,

5.     WRITTEN MOTION, Councillors Abreu, Giesta, Baptiste, Markey, Carney, Council President Lopes and Councillor Lima, requesting that, in light of current COVID-19 pandemic and “state of emergency” at the federal, state and local level, the Department of Inspectional Services, Licensing Board and the Health Department extend the “Outdoor Cafe Permit” deadline from October 31, 2020 to January 2, 2021, given the fact that all restaurants will not be able to open at full indoor capacity until it is deemed safe by the federal, state and local government, sometime next calendar year, allowing willing restaurants the ability to maintain its outdoor capacity seating throughout the upcoming holidays which is another avenue to assist them in their time of need. (To be Referred to the Department of Inspectional Services, Licensing Board, Health Department and the Mayor’s Office).
