1.     REPORT, Committee on Finance, recommendation to the City Council the acceptance of Tax Increment Exemption/Housing Development Incentive Program and Agreement for the Downtown National Club LLC, 2135 & 319 Commercial Street and 10 Front Street. (This is a Corrected Report, the Tax Increment Housing Development Incentive Program was approved on February 25, 2021.)

2.     REPORT, Committee on Infrastructure & Redevelopment, recommending to the City Council to take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillors Abreu, Baptiste, Council President Lopes, Councillors Giesta, Carney and Lima, requesting, that Department of Public Infrastructure Commissioner Jamie Ponte (or his designee) come before the Special Committee on Infrastructure and Redevelopment to discuss the City's "Streetscan" program, and how DPI utilizes the Pavement Condition Index (PCI), which is a numerical rating that grades the severity of distresses observed on the pavement surface of our streets/roads.

4.     REPORT, Committee on Fisheries, recommending to the City Council to take “NO FURTHER ACTION” on the COMMUNICATION, Councillor Gomes, submitting a copy of a letter from Dr. Brian Rothschild, regarding his support and assistance, if needed, to hold a summit regarding the economic and social crisis of our area groundfish industry.

5.     REPORT, Committee on Fisheries, recommending to the City Council to take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Gomes, requesting, that members of the City Council, Mayor Mitchell, Congressman Keating, Senators Markey and Warren and our local State Legislative Delegation put together and hold an emergency summit in the City of New Bedford to address the crisis the fishing industry is facing relative to the Sector IX closings and the docking of our ground fishing boats that have sent a ripple effect through the fishing industry and its services, nearly 700 people in the industry have been affected by the closing; and further, that NOAA Director RDML Timothy Gallaudet, Ph.D., USN Ret., along with Coastal Director Jeffrey L. Payne, Ph.D., out of Washington D. C., along with President Donald Trump, any other agency’s representatives be invited to deal with this issue along with Regional Administrator Michael Pentony, SMAST Professor Dan Georgiana and the entire board members of Sectors IX and VII, along with representatives from the fishing industry to include Richard Canastra of Seafood Exchange, Dr. Brian Rothschild and Mr. Thomas Kennedy and the Committee on Fisheries, the urgency of this summit being called is needed now and for the future of the fishing industry and what it means to the jobs and the economic stimulus of this waterfront City that has ranked first in the nation in dollars and cents when it comes to the fishing industry.

6.     REPORT, Committee on Fisheries, recommending to the City Council to take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Fisheries, request from the Office of the Inspector General, a copy of a report done in 2010 from NOAA, this request comes as the City Council continues to work on behalf of the fishing industry and bringing a summit to the City of New Bedford to discuss the ongoing devastation and economic loss to the City’s fishing industry.

 

6a.     WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Fisheries, request from the Office of the Inspector General, a copy of a report done in 2010 from NOAA, this request comes as the City Council continues to work on behalf of the fishing industry and bringing a summit to the City of New Bedford to discuss the ongoing devastation and economic loss to the City’s fishing industry. Chapter 130, Section 57, for approved areas; and further, that Mayor Mitchell be asked to submit to the Committee on Fisheries a draft of the aquaculture licensing Ordinance proposal that his Administration has been working on for the Committee’s consideration and possible adoption; and further, that Port of New Bedford Director Edward Anthes-Washburn be invited to said Committee meeting.

9a.     COMMUNICATION, Council President Morad, submitting a copy of a letter from Mayor Mitchell, to Samuel Rauch, III, Deputy Assistant Administrator for Regulatory Program, National Marine Fisheries Science, urging the Fisheries Sciences to consider that Carlos Rafael sell off his fishing boats and permits to New Bedford-based businesses. (Referred to the Committee on Fisheries – December 13, 2018.)

10.     REPORT, Committee on Fisheries, recommending to the City Council to take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Lima, Council President Lopes, Councillors Abreu and Gomes, requesting, that the Committee on Fisheries meet with Port of New Bedford Executive Director Edward C. Anthes-Washburn and the Deputy Director and In-House Counsel Pamela Lafreniere to discuss aquaculture business opportunities, the ongoing process and progress regarding the  establishment of regulations pertaining to aquaculture business opportunities, and the Committees willingness to work in connection with the Port of New Bedford towards the establishment of aquaculture businesses in New Bedford.

 

10a.     WRITTEN MOTION, Councillor Lima, Council President Lopes, Councillors Abreu and Gomes, requesting, that the Committee on Fisheries meet with Port of New Bedford Executive Director Edward C. Anthes-Washburn and the Deputy Director and In-House Counsel Pamela Lafreniere to discuss aquaculture business opportunities, the ongoing process and progress regarding the  establishment of regulations pertaining to aquaculture business opportunities, and the Committees willingness to work in connection with the Port of New Bedford towards the establishment of aquaculture businesses in New Bedford. (Referred to the Committee on Fisheries – February 13, 2020.)

11.     WRITTEN MOTION, Councillors Dunn, Abreu, Giesta, Lima, Baptiste, Council President Lopes, Councillors Carney, Gomes and Markey, requesting, that the New Bedford Fire Department provide a report of where fires have been occurring over the past three fiscal years by Ward and what engines have responded to the fires. (To be Referred to the New Bedford Fire Department.)
12.     WRITTEN MOTION, Councillor Gomes, requesting, that the Administration along with the Health Department, consider a COVID 19 vaccine mobile unit, this mobile unit will establish times and locations throughout the City, especially low income neighborhoods and developments in order to vaccinate and continue educating the City’s entire population on COVID 19 precautions; and further, this unit can be used to vaccinate all Seniors that are unable to leave their homes or living arrangements; and further requesting, that the City look into COVID 19 monies that have been acquired by the Federal government, this action will guarantee that every Citizen has the opportunity to receive the COVID 19 vaccination shot. (To be Referred to the Mayor, the Health Department and the Special COVID 19 Business Committee, also requesting that Rule 40 be Waived.)
13.     WRITTEN MOTION, Councillor Gomes, requesting, as the State and City continue to ease social restrictions on dealing with the COVID 19 pandemic, that the City consider the reopening of City Hall until 4 PM along with all its offices and departments of service, with precautions being in place in the building; and further, that the City Council President consider the City Council going back into the Chambers by the end of the month of April for the start of the budget session. 14.       WRITTEN MOTION, Councillor Gomes, requesting that the Public Safety Building Committee along with the Administration relook at the lighting on the outside of said building; this building should have stronger lighting on the outside perimeter and in the parking lot along with cameras covering the entire building and outside perimeter due to the significance of the building and the services rendered in that building and also the safety of the Officers, Firefighters and EMS workers that will be in the building.
