10.     REPORT, Committee on Public Safety & Neighborhoods, recommending to the City Council to request that the Administration and the MIS Department release more information on the cyberattack that happened on the City’s computer system, and if Residents and/or employees sensitive information was compromised and how will the City continue to address this issue now and in the future especially if personal information has been stolen; an further prior to the attack what computer safety measures should have been in place to prevent such a breach and if this attack was the first or have there been others.

11a.     WRITTEN MOTION, Councillors Dunn, Abreu, Giesta, Lima, Baptiste, Council President Lopes, Councillors Carney, Gomes and Markey, requesting that the New Bedford Fire Department provide a report of where fires have been occurring over the past three fiscal years by ward and what engines have responded to the fires. 12.     REPORT, Committee on Public Safety & Neighborhoods, recommending to the City Council to take “NO FURTHER ACTION” on the WRITTEN MOTION, Council President Lopes, Councillors Abreu and Lima, requesting that the Mitchell Administration work with the City’s public safety units (Fire Department, Emergency Medical Services and Emergency Management) in regard to implementing a City-wide after hours and weekend COVID-19 testing program for City residents; the lead public safety unit would be the Fire Department and they would work in conjunction with EMS and Emergency Management to implement said COVID-19 testing program for City residents.

25.     REPORT, Committee on Internal Affairs, recommending to the City Council to take “NO FURTHER ACTION” on the WRITTEN MOTION,  Councillor Rebeiro, Council President Lopes, and Councillors Winterson, Abreu, Carney, Coelho, Dunn, Martins, Gomes and Oliveira, requesting that the Committee on Internal Affairs meet with Attorney General Maura Healy and NOAA to discuss how current owners and mariners operating in New Bedford have the first right of refusal to acquire the licenses to be auctioned as result of the plea agreement in the case of The United States vs. Carlos Rafael, and that the sale come with the agreement of a partnership with the Economic Development Council, Workforce Investment Board and YouthBuild to develop apprenticeships and jobs to increase opportunity for women and minorities in New Bedford within this field; furthermore that Representatives from Economic Development Council, Workforce Investment Board, and YouthBuild along with Mariner Mr. Gus Santos and Harbor Development Commission Executive Director Edward Anthes-Washburn to be invited to said Committee meeting.

27.     REPORT, Committee on Internal Affairs, recommending to the City Council to take “NO FURTHER ACTION” on the WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Internal Affairs investigate and get a clear answer as to what happened to the 160 yellow pine beams stored at  City-owned Quittacas Pond in Rochester worth hundreds of thousands of dollars to the City and the Ernestina Commission, which had been donated by the Dickinson Group, the developer of the former Fairhaven Mills, this donation was intended to assist in the restoration of the historical vessel, the Ernestina; and further, that the Committee meet with private investigator Ken Pittman along with someone from the Mayor’s Administration, former Department of Public Infrastructure Commissioners and former Mayor Scott Lang, for the purposes of putting a together a timetable on when this disappearance occurred and where these beams are now located, who received them and also exactly when they were removed from Quittacas Pond in Rochester; and further, that the Committee on Internal Affairs also ask for a schedule of employees who had access to the keys during the time the wood went “missing”, along with any other information the City can provide to the Committee in helping to narrow down who is responsible for this loss; and further, that the City Council request that the District Attorney’s office investigate and look into the disappearance of State declared surplus to the City of this valuable wood which has vanished from City property.

31.     WRITTEN MOTION, Council President Lopes, requesting that the City Council WAIVE RULE 27, to hold a QUASI COMMITTEE OF THE WHOLE MEETING on WEDNESDAY, JUNE 2, 2021 at 7:00 p.m.


32.     WRITTEN MOTION, Councillor Morad, requesting, that Rule 27 of the City Council Rules of Order be waived for the purpose of permitting the calling for and holding of a meeting of the Committee on Finance on June 7, 2021 at the discretion of the Chair of the Committee on Finance.

33.       WRITTEN MOTION, Council President Lopes, in light of State of Emergency that the Commonwealth has been operating under since March of 2020 will, by the Governor’s declaration, expire on June 15, 2021, requesting that the City Council comply with the regular requirements of Open Meeting Law and its own Rule 21A, which states, “No Member shall be permitted to have his/her vote recorded on any matter unless when the matter is put to a vote the member is physically present at the meeting during the time of the vote.”     


34.     WRITTEN MOTION, Council President Lopes, Councillors Abreu, Lima, Giesta and Morad, requesting that the Committee on Ordinances review the existing governing language of the Cemetery Board and amend the Ordinance to include a member of the City Council and the Department of Infrastructure (DPI) or a designee assigned by the DPI Commissioner to the Board.

04/22/2021     WRITTEN MOTION, Councillor Gomes, Council President Lopes, Councillors Markey and Carney requesting, that the City Council go on record in opposition and condemnation of the Boston Globe’s article along with the report done by Citizens For Juvenile Justice, titled, “We Are The Prey”; and further, that the New Bedford City Council also go on record in support of the men and women of the New Bedford Police Department as this report was not fairly done, and does not fit the image, the profile and the mission of our law-enforcement in the City, this report condemned our Police Department for racial profiling of minority groups of juveniles; and further, that the department continues to enforce law and order and justice for all Citizens of the City of New Bedford; and further, that Acting Police Chief Paul Oliveira reassure the people of the City that his leadership and New Bedford Police Department will mirror an image and commitment that all Citizens of the City of New Bedford will be treated fairly with no bias, only law and order and protection of all City residents.
