1.     HEARING, on NSTAR Electric Company d/b/a Eversource Energy for location of one (1) new FO Stub Pole in WARD STREET.  (Note: Work described in this permit has been installed prior to approval and signed off by DPI, dated September 21, 2021.)

M1.      COMMUNICATION, Mayor Mitchell, to City Council, submitting a LOAN  ORDER appropriating $7,924,694 for the purpose of paying the costs of repairs to the Elwyn G. Campbell Elementary School located at 145 Essex Street, New Bedford.

2.         REPORT, Committee on Ordinances, recommending to the City Council to follow the Planning Board’s recommendation to deny the request from Paul Vaz Construction, Inc., 93 Perry Street, New Bedford, Ma, to rezone SW Howard Avenue, Plot 116/Lot 29 from Mixed-Use Business to Industrial A.

 

2a.        COMMUNICATION, City Clerk/Clerk of the City Council Farias, to City Council, submitting a request from Paul Vaz of Vaz Construction Inc, 93 Perry Street, New Bedford, MA to rezone SW Howard Avenue, Plot 116/Lot 29 from Mixed- Use Business to INDUSTRIAL A. (Referred to the Committee on Ordinances and the Planning Board – August 19, 2021.)

3.         REPORT, Committee on Finance, recommending to the City Council APPROVAL, AS AMENDED, of the APPOINTMENT of ROBERT DICKINSON as CITY AUDITOR for the City of New Bedford, and that Mr. Dickinson be established at a Salary M17, Step 1 ($100,169) on the Unit C Salary Schedule.

 

3a.        COMMUNICATION, Mayor Mitchell, to City Council submitting the APPOINTMENT of ROBERT DICKINSON as CITY AUDITOR, for the City of New Bedford, also requesting that Mr. Dickinson be established at Salary Step 4 ($108,926) on the Unit C Salary Schedule, which is commensurate with his professional experience. (Referred to the Committee on Finance – October 14, 2021.)

4.     WRITTEN MOTION, Council President Lopes, requesting, on behalf of the parents at the Irwin M. Jacobs School, that the Traffic Commission approve the installation of "School Zone" signs on the corners of David Street and Woodlawn Street and Brock Avenue, as well as the installation of "Slow Children Signs" on Brock Avenue. (To be Referred to the Traffic Commission.)

5.     WRITTEN MOTION, Councillor Giesta, requesting that Mr. Michael Flynn and Mr. James Comfort from Flynn, Wirkus and Young, PC come before the Committee on Fisheries to discuss the mission of the Seaworthy Foundation. (To be Referred to the Committee on Fisheries.)

6.     WRITTEN MOTION, Councillor Markey, requesting that the Traffic Commission look into the feasibility of restricting 18 wheel tractor trailer trucks using the Phillips Road/Church Street exit off of Route 140 north, due the truck traffic on Phillips Road that is increasing as the Industrial Park grows and in anticipation of even more truck traffic due to the Parallel Products expansion, this stretch of road is mainly a residential neighborhood and there is a safety concern for the Residents of this area specifically the children and by limiting access this would put access to the Industrial Park on Braley Road off of Route 140 which is the main entranceway.

04/22/2021       WRITTEN MOTION, Councillor Gomes, Council President Lopes, Councillors Markey and Carney, requesting, that the City Council go on record in opposition and condemnation of the Boston Globe’s article along with the report done by Citizens For Juvenile Justice, titled, “We Are The Prey”; and further, that the New Bedford City Council also go on record in support of the men and women of the New Bedford Police Department as this report was not fairly done, and does not fit the image, the profile and the mission of our law-enforcement in the City, this report condemned our Police Department for racial profiling of minority groups of juveniles; and further, that the department continues to enforce law and order and justice for all Citizens of the City of New Bedford; and further, that Acting Police Chief Paul Oliveira reassure the people of the City that his leadership and New Bedford Police Department will mirror an image and commitment that all Citizens of the City of New Bedford will be treated fairly with no bias, only law and order and protection of all City residents.

09/23/2021       REPORT, Committee on Finance, recommending to the City Council ADOPTION of the LOAN ORDER, appropriating $71,800,000.00 to finance the costs of Capital Planning and construction of water distribution and treatment systems improvements including Quittacas Water Treatment Plant upgrades, a lead service abatement program and general system improvements

10/14/2021       LOAN ORDER, Appropriating, $57,000,000,00 to finance the costs of the projects outlined in the City’s Long Term CSO Control and Integrated Capital Improvement Plan, including capital planning, wastewater treatment plant improvements, wastewater collection system improvements, pumping station improvements, wastewater collection system investigations, and CSO abatement and general improvements.
