NEW BUSINESS

1.     REPORT, Committee on Appointments & Briefings, recommending to the City Council to GRANT the DEMOLITION of 1-3 PINE STREET, (MAP 42, LOT 160) the Cannon Street Power Station.

 

1a.     COMMUNICATION/DEMOLITION, New Bedford Historical Commission, to City Council, re: BUILDING DEMOLITION REVIEW OF 1-3 PINE STREET, (MAP 42, LOT 160) a Circa 1916, 4-5 story masonry industrial building, known as the Cannon Street Power Station – advising that “the Cannon Street Power Station is a contributing building to the New Bedford Gas and Edison Light Complex National Register District, which derives its historical significance from its association with engineering, architecture and industry, particularly its significance as the chief power generating facility for the City of New Bedford and much of Southeastern Massachusetts during much of the 20th century; the Cannon Street Power Station has been vacant for nearly three decades, has experienced a high level of deferred maintenance and the reuse of the Power Station does not have economic viability as past redevelopment scenarios of the subject site have demonstrated; if the site is not redeveloped it will remain contaminated and underutilized and remain in this condition for the foreseeable future, the Power Station will eventually fall into further disrepair, ultimately requiring demolition, “in light of these findings, the New Bedford Historical Commission has determined that the structure known as the Cannon Street Power Station at 1-3 Pine Street is Historically Significant but is not a Preferably Preserved structure.” (Referred to the Committee on Appointments and Briefings – August 19, 2021.)

2.     REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of JONATHAN CARVALHO, New Bedford, MA, to the CEMETERY BOARD.  Mr. Carvalho will be replacing the late Carol Grimes; this term will expire in April 2024.

3.     REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of JOHN LOBO, New Bedford, MA, to the COMMISSION FOR CITIZENS WITH DISABILITIES, replacing Viorica Ivone Silva, who has resigned; this term will expire May 2024.

 

3a.     COMMUNICATION, Mayor Mitchell, to City Council, submitting the APPOINTMENT of JOHN LOBO, New Bedford, MA to the COMMISSION FOR CITIZENS WITH DISABILITIES, replacing Viorica Ivone Silva, who has resigned; this term will expire May 2024.  (Referred to the Committee on Appointments and Briefings – September 23, 2021.)

4.     REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of CHAD FREITAS, New Bedford, MA, to the HUMAN RELATIONS COMMISSION, replacing Maria A. Rosario, whose term has expired; this term will expire April 2022.

 

4a.     COMMUNICATION, Mayor Mitchell, to City Council, submitting the APPOINTMENT of CHAD FREITAS, New Bedford, MA to the HUMAN RELATIONS COMMISSION; Mr. Freitas will be replacing Maria A. 5.     REPORT, Committee on Appointments & Briefings, recommending to the City Council APPROVAL of the APPOINTMENT of DELORIS JOSEPH, New Bedford, MA, to the HUMAN RELATIONS COMMISSION, replacing Estella I. Ribeiro, whose term has expired; this term will expire April 2022.

8.     WRITTEN MOTION, Councillor Morad, requesting that the Committee on Appointments & Briefings be Discharged from further consideration of the matter concerning a COMMUNICATION from City Clerk/Clerk of the City Council, on behalf of Tanya DePina, 47 Lauren Drive, New Bedford, MA 02745 d/b/a COMFORT TRANSPORTATION< LLC, 47 Lauren Drive, New Bedford, MA 02745 of the Application requesting a NEW PRIVATE LIVERY LICENSE to carry passengers for hire over the streets of New Bedford, contingent upon all drivers obtaining a ‘Public Vehicle Operator’s License’ with the City Clerk’s office. 

 

8a.     COMMUNICATION, City Clerk/Clerk of the City Council, on behalf of Tanya DePina, 47 Lauren Drive, New Bedford, MA 02745 d/b/a COMFORT TRANSPORTATION, LLC, 47 Lauren Drive, New Bedford, MA 02745, of the Application requesting a NEW PRIVATE LIVERY LICENSE to carry passengers for hire over the streets of New Bedford, contingent upon all drivers obtaining a “Public Vehicle Operator’s License” with the City Clerk’s Office. (License will expire – June 30, 2022) (Referred to the Committee on Appointments and Briefings – July 15, 2021.)

9.         WRITTEN MOTION Councillor Morad, Council President Lopes and Councillor Gomes, that the City Council explore the development and implementation of policies/Ordinances that will serve to protect City employees from the spread of COVID-19 as an alternative to the Administration’s vaccine and testing mandate; and further how employees’ privacy rights can be protected with regard to the information required to be provided and how employees will be protected from absorbing any costs that vaccination or testing could potentially be imposed on them going forward resulting from the imposition of such a mandate.

10.       WRITTEN MOTION Councillor Morad, Council President Lopes and Councillor Gomes, requesting that the Administration provide the City Council with the protocols and procedures for assuring that the Administration’s vaccine/testing mandate is uniformly enforced among all employees to avoid any favoritism or exceptions for certain employees that is not provided equally to all employees.

11.     COMMUNICATION/DEMOLITION, Anne Louro, Preservation Planner, to City Council, re: BUILDING DEMOLITION REVIEW OF 124 BONNEY STREET, (MAP 30, LOT 378) a Circa 1893, wood-framed three family residence – advising that “the structure is not located in a National Register Historic District; the  structure suffered from two fires in January and September 2021, resulting in the building being structurally compromised and beyond feasible rehabilitation, “in light of these findings, the Preservation Planner has determined that the building at 124 Bonney Street is neither a Historically Significant nor a Preferably Preserved Building.”

TABLED BUSINESS
04/22/2021       WRITTEN MOTION, Councillor Gomes, Council President Lopes, Councillors Markey and Carney, requesting, that the City Council go on record in opposition and condemnation of the Boston Globe’s article along with the report done by Citizens For Juvenile Justice, titled, “We Are The Prey”; and further, that the New Bedford City Council also go on record in support of the men and women of the New Bedford Police Department as this report was not fairly done, and does not fit the image, the profile and the mission of our law-enforcement in the City, this report condemned our Police Department for racial profiling of minority groups of juveniles; and further, that the department continues to enforce law and order and justice for all Citizens of the City of New Bedford; and further, that Acting Police Chief Paul Oliveira reassure the people of the City that his leadership and New Bedford Police Department will mirror an image and commitment that all Citizens of the City of New Bedford will be treated fairly with no bias, only law and order and protection of all City residents.
