1.     REPORT, Committee on Ordinances, recommending to the City Council APPROVAL of the WRITTEN MOTION, Council President Lopes, requesting that the Committee on Ordinances and the Planning Board approve the request to rezone properties shown on Assessors Map as Map 31, Lot 142 (13 Rivet Street); Map 31, Lot 143 (1 Rivet Street); Map 31, Lot 197 (371, 383 R South Front Street); Map 31, Lot 232 (756 South Water Street); and Map 31, Lot 239 (56 Potomska Street) from Industrial B to Mixed-Use Business.

 

1a.     AN ORDINANCE,

2.     LOAN ORDER, appropriating $7,924,694.00 for accelerated repairs project at the Elwyn G. Campbell Elementary School located at 145 Essex Street. (Passed to a Second Reading - October 28, 2021.)
3.     WRITTEN MOTION, Council President Lopes, Councillors Abreu and Giesta, requesting the establishment of a Legislative Commission to consider the creation of a John F. Kennedy State Holiday in Massachusetts, the New Bedford City Council goes on record in support of Senate Bill 1030 and House Bill 3218, calling for the establishment of the John F. Kennedy Holiday Commission in Massachusetts.
4.     WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Public Safety and Neighborhoods meet with Police Chief Paul Oliveira, Police Department’s Traffic Division’s Sgt. Scott Liberty, Parks, Recreation and Beaches Director, Mary Rapoza, the Traffic Commission, Department of Public Infrastructure Commissioner Jamie Ponte, a Representative from the Administration and a representative from Cisco’s Brewery, for the purpose of putting together a comprehensive plan for the area of East and West beaches and Cisco Brewery to deal with the speeding, traffic, beach parking rules, quality of life issues within the neighborhoods, along with the possibility of implementing seasonal resident parking, and rules and regulations to be followed by tourists visiting the parks, beaches and attractions during the summer season. (To be Referred to the Committee on Public Safety and Neighborhoods.)
5.     WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Appointments and Briefings meet to discuss the present housing shortage and cost in the City, and further, that the Administration explain how it’s dealing with this present housing crisis in New Bedford. (To be Referred to the Committee on Appointments and Briefings.)
6.         WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Internal Affairs investigate how the bidding process was done for the former Phillips Avenue School located on Ashley Boulevard; and that the Committee be provided with all paperwork and bidding contracts submitted for this property; and further, that the Administration explain why former bidders on this property were not notified of the new bidding process on this building. (To be Referred to Committee on Internal Affairs.)
7.         WRITTEN MOTION, Councillor Gomes, requesting that the Committee on Internal Affairs, meet with the Health Department’s Director, Damon Chaplin, for an explanation as to why the owner of Sunrise Bakery, located on Bolton and Rockland Streets, was treated by the Health Director in such a poor manner and why was the business shut down; and further that the Director of the Health Department be accompanied by the Inspector who took such action on Sunrise Bakery, along with a copy of  the paperwork and/or citations given by the Health Department to a business that is a staple in that community. (To be Referred to the Committee on Internal Affairs.)
8.     COMMUNICATION, City Clerk/Clerk of the City Council, submitting a copy of a letter from the Commonwealth of Massachusetts Public Employee Retirement Administration Commission, to the New Bedford Retirement Board, regarding the required Fiscal Year 2023 appropriation of $40,827,689.00 which commences July 01, 2022.
TABLED BUSINESS
04/22/2021       WRITTEN MOTION, Councillor Gomes, Council President Lopes, Councillors Markey and Carney, requesting, that the City Council go on record in opposition and condemnation of the Boston Globe’s article along with the report done by Citizens For Juvenile Justice, titled, “We Are The Prey”; and further, that the New Bedford City Council also go on record in support of the men and women of the New Bedford Police Department as this report was not fairly done, and does not fit the image, the profile and the mission of our law-enforcement in the City, this report condemned our Police Department for racial profiling of minority groups of juveniles; and further, that the department continues to enforce law and order and justice for all Citizens of the City of New Bedford; and further, that Acting Police Chief Paul Oliveira reassure the people of the City that his leadership and New Bedford Police Department will mirror an image and commitment that all Citizens of the City of New Bedford will be treated fairly with no bias, only law and order and protection of all City residents.
