1. WRITTEN MOTION, Council President Lopes, Councillors Abreu and Lima, requesting that the Mitchell Administration work with the City’s public safety units (Fire Department, Emergency Medical Services and Emergency Management) in regard to implementing a City-wide after hours and weekend COVID-19 testing program for City residents; the lead public safety unit would be the Fire Department and they would work in conjunction with EMS and Emergency Management to implement said COVID-19 testing program for City residents. 2. WRITTEN MOTION, Council President Lopes, requesting that a member of the Mitchell Administration, the Police Chief, the Fire Chief, the EMS Director, the New Bedford Police Union and the New Bedford Fire Union meet with the members of the Committee on Public Safety and Neighborhoods to discuss the implementation and protection of Qualified Immunity language for the members of the Police Department, the Fire Department, and the Emergency Medical Service. WRITTEN MOTION, Council President Lopes, Councillors Abreu, Lima, Giesta, Baptiste, Morad, Carney, Dunn and Markey, requesting that the Fire Chief attend a Committee on Public Safety and Neighborhoods meeting to discuss the fire coverage area of each of the City’s Fire Stations and provide each Councillor with a copy of the coverage map. 4. WRITTEN MOTION, Councillors Abreu, Lima, Gomes and Coelho, requesting that the Committee on Public Safety and Neighborhoods, Police Chief Cordeiro, and the Administration work collaboratively together to identify the potential installation of surveillance cameras at our public parks and parking lots where there may be no current surveillance, the appropriate installation of such surveillance cameras would be not only a deterrent for potential crime, but would also be used as another tool at the disposal of our law enforcement professionals when investigating cases which may have occurred at said areas. 5. WRITTEN MOTION, Councillor Gomes, requesting that the Administration and the MIS Department release more information on the cyberattack that happened on the City’s computer system, and if Residents and/or employees sensitive information was compromised and how will the City continue to address this issue now and in the future especially if personal information has been stolen; and further prior to the attack what computer safety measures should have been in place to prevent such a breach and if this attack was the first or have there been others. 6. WRITTEN MOTION, Councillors Dunn, Abreu, Giesta, Lima, Baptiste, Council President Lopes, Councillors Carney, Gomes and Markey, requesting, that the New Bedford Fire Department provide a report of where fires have been occurring over the past three fiscal years by Ward and what engines have responded to the fires. 7. WRITTEN MOTION, Council President Morad, requesting that the Committee on Public Safety and Neighborhoods invite Election Commission Chairperson Manuel DeBrito to the next meeting to discuss consolidation of polling locations across the City in an effort to find places that are safe for residents to access, accessible to those residents with disabilities, have ample off-street parking during voting hours and are comfortable for the Wardens and poll workers that are working on behalf of the City to ensure a fair election process. 8. WRITTEN MOTION, Councillors Lopes, Abreu and Gomes, requesting that the City establish a “Do Not Knock” Registry, similar to the City of Claremont, CA. (Ref’d 12/13/18)

9. WRITTEN MOTION, Councillor Gomes, requesting, that the Committee on Public Safety and Neighborhoods meet with Hank Turgeon, President of the New Bedford Police Union along with the Executive Board for the purposes of discussing the recent Police survey, morale, and the recent vote by the New Bedford Police Union; and further, to also discuss the recent study and assessment of the New Bedford Police Department that was done by the City at a cost of $80,000.; and further, that if needed, the Committee on Public Safety and Neighborhoods go into Executive Session to protect the best interests of the Police Department and public safety of the City; and further, that the Police Chief release to the Committee on Public Safety and Neighborhoods the crime statistics for the years 2014 through 2018, more importantly the year 2015, that has never been submitted to the FBI, and that this information be provided to said Committee within 14 business days. 10. WRITTEN MOTION, Councillor Gomes, requesting, that Mayor Mitchell and Mark Champagne, Commissioner of the Department of Facilities and Fleet Management take immediate action to notify all residents in the area of the Phillips Avenue School, Ashley Boulevard, that they have 21 days to remove their cars from the school parking lot and that the City permanently close the school parking lot area due to the condition of the building and the safety and the liability to the City: and further, that the only time parking will be permitted for the time being will be when a snow ban is in effect, and that snow ban parking only be permitted on the east side of property and that the whole entire area not be used due to the conditions of the building; and further, that any car not removed within 21 days be towed at the owners expense out of the City-owned parking lot and the parking lot be chained closed till further notice. 11. WRITTEN MOTION, Councillor Gomes, requesting that the Committee on Public Safety & Neighborhoods meet with the Boys and Girls Club Director Robert Mendes; Parks, Recreation and Beaches Director Mary Rapoza, and a representative from the Catholic Diocese of Fall River that runs the CYO Kennedy Youth Center to discuss programming for the youth in the City, this request comes on behalf of Community Conversation Come Together In Peace which is sponsored by P.A.C.E. YouthBuild Youth Development Center and many other outreach organizations that come together to discuss solutions and action on behalf of local youth in the south and west end of the City. 12. WRITTEN MOTION, Councillors Lima, Abreu, Morad, Council President Lopes and Councillor Gomes, requesting that the Committee on Public Safety and Neighborhoods invite the area neighbors of CleanSlate Addiction Treatment Center located at 92 Grape Street to a meeting for the purpose of discussing their concerns relative to CleanSlate's operation on Grape Street. 13. COMMUNICATION, Councillor Morad, submitting a copy of an email from an area resident regarding the trash and debris around the property of Clean Slate. (To be Referred to the Committee on Public Safety and Neighborhoods.) (Ref’d 01/09/2020)

 

14. WRITTEN MOTION, Councillor Dunn, requesting, that the Administration, the CFO, the Chief of the Fire Department, and the New Bedford Firefighters IAFF 841, brief the City Council on the current logistics of the rolling blackouts of fire stations, any plan and timeline to cease this practice, and the overall fire safety and coverage plan for the City going forward.
